Hearing this Monday by the deputies of the Law Commission, the new Minister of Justice Eric Dupond-Moretti expressed his concern after a question from a Socialist deputy on the number of annual convictions for acts of rape. "These figures seem frightening to me if they correspond to a reality" declared the Minister of Justice, after the intervention of the elected PS of Ardèche, Hervé Saulignac, arousing in passing some strong reactions on the social network Twitter .

“I would like to ask you more specifically about the 93,000 women undergoing rape or attempted rape each year in France according to a survey that was carried out by your ministry three years ago (...) 1,000 is the number of convictions that are pronounced for these crimes. If only 1% of rapes or attempts lead to a conviction, that could mean that 99% lead to nothing ”, exposed the deputy.

14,000 complaints and 1,012 convictions

In response, Eric Dupond-Moretti wondered: “I would like to know how we get these figures. Because it is basically rather curious to say that so many facts have been proven without complaints having been filed. I am aware that a number of complaints do not succeed. But these figures seem frightening to me if they correspond to reality ”.

The number of 93,000 rapes or attempted rapes cited by Hervé Saulignac does not come from the Ministry of Justice as he said, but appears in a letter published in 2017 by the interministerial mission for the protection of women against violence. and the fight against human trafficking (MIPROF). This is the number of “reported” rape and attempted rape victims. That same year, only 14,000 rape complaints were filed and 1,012 convictions were ultimately handed down.

After an interruption of his hearing, Eric Dupond-Moretti somewhat qualified his remarks. "I had misunderstood: it is 99% of the rapes allegedly committed that are not the subject of a denunciation", he corrected. Since his appointment, the new Minister of Justice has been criticized by feminist associations for his positions on the #MeToo movement. Asked about this during an interview with France 2 on Sunday evening, he said he was "feminist" and "for absolute equality of the rights of men and women".
