The Government of Aragon has announced this Monday that the city of Zaragoza and its area of influence, as well as the capital of Huesca, are going back to Phase 2 of the de-escalation.

Likewise, the four regions affected by the outbreaks remain in Phase 2, although eased: La Litera, Cinca Medio and Bajo Cinca , in the province of Huesca, and Bajo Aragón-Caspe , in Zaragoza. Thus some 870,000 people in total will remain in this phase.

This was announced by the Minister of Health, Sira Repollés , who has also reported that starting this morning the use of masks will be mandatory throughout the autonomous community.

Going back to Phase 2 implies, among other measures, the capacity of 50% in the premises and 75% in the terraces with 10 people per group. There are no time slots or limitations on geographic mobility. Of course, the Aragonese government appeals to individual responsibility.

The director general of Public Health, Francisco Javier Falo , explained that 68 cases were reported on Friday, 50 in Zaragoza; of them 33 in the Aragonese capital, nine in Teruel and three in Huesca. On Saturday there were 81 cases in Zaragoza, mainly among young people, from 15 to 40 years old. This Monday, the data detected on Sunday speak of 32 cases, of which 15 in Zaragoza, 13 in Huesca and Teruel. According to Falo, "the data is very good, but the interpretation is cautious."

In the opinion of the people in charge of the Aragonese Health, "we only have two ways of acting to prevent infections: the diagnosis as early as possible and the identification of contacts, which is the main tool" and, in addition, "increase the distance measures social because there have been an increase in cases that complicates control. "

Regarding the obligation to wear the masks, the Minister of Health said that "there will be sanctions, although we are going to give a margin for people to get used to it. The national decree establishes 100 euros and sanctions have already been imposed previously." Falo has specified that "sanctions will be imposed by the State Security Forces and Bodies".

Outbreaks and confinements

In the last days in Aragon, outbreaks have been detected in the Teruel town of Alacón in the bosom of a family, one of whose members had visited the town from Lérida.

In Sádaba (Zaragoza) there are 11 positives among a group of friends who held a party. From this town the outbreak has been transferred to Calatayud to a care center for the disabled, in which a dozen people are confined between workers and inmates.

Another outbreak has been detected in the Albalate de Cinca town in Huesca . The City Council has proceeded to confine several of them in the changing rooms of the soccer field. Likewise, a contagion has appeared in the municipal slaughterhouse of Zaragoza, with at least two positives.

On these cases, Falo has pointed out that "today very shocking outbreaks in small towns, but if we detect them quickly they allow us to identify the contacts. We are more concerned with the grouping of small outbreaks that we find difficult to relate."

"We are less concerned with what we can establish relationships and more concerned with how blurred is what happens in Zaragoza capital," he added.

In another moment of the press conference, the director general of Public Health has specified that "there is a very high percentage of asymptomatic and young population, therefore, we call for social and individual responsibility. The strategy is that if they are detected outbreaks. It will be a dynamic in which we will see each other in the coming weeks and months. "

The reverse order for the cities of Zaragoza and Huesca is accompanied by another, the widespread use of the mask in any circumstance. "This allows for flexibility in Phase 2 mobility reductions."

It would be more flexible, since activities of public participation with greater risk are restricted: events, hospitality and nightlife.

It will affect funeral events, weddings and celebrations, and other spaces of wide attendance, in the rest of activities the situation of Phase 2 can be made more flexible, by the use of a mask.
