The Madrid City Council has reinforced the Municipal Police with a new organization chart that involves the creation of six main police stations. The changes are due to new urban developments as they come to report directly to the Municipal Police on matters such as corporate security (private surveillance) and the instruction of disciplinary proceedings (internal regime), which until now were the responsibility of civilian personnel.

The six police stations are the Eastern Territorial, the Western Territorial, the General Secretariat, the Judicial Police, the Corporate Security and the Internal Regime. The 6,300 agents will depend on these six new units.

The territorial police station is divided into zones, East and West, by the new peripheral neighborhoods and the position of number two is created in the body or second chief of the Municipal Police, which until now did not exist, and for which Oskar has been appointed de Santos as chief commissioner of the Secretary General. Santos will be the intellectual and strategic brain of the service organization, logistics, corporate statistics and quality management, citizen participation, video surveillance and the Municipal Police station.

The new structure was approved by the José Luis Martínez-Almeida City Council last Friday and is effective as of this week. Francisco Caletrio or Ángel Estebaranz, outstanding figures in the Municipal Police for their seniority and curriculum, are left out of the appointments as chief commissioners.

The general commissioner and chief of the Municipal Police continues to be Teodoro Pérez, who is consolidated in the highest rank and continues to enjoy the maximum confidence of the Director General of the Municipal Police, Pablo Enrique Rodríguez. From now on there will be a number two of the Municipal Police that will occupy the position of head of the Main Police Station of the General Secretariat. Oskar de Santos, recently awarded for his professional career with the curator Emilio Monteagudo, has been promoted to this position.

Judicial Police and Security

The former Central Services division coordinated by Commissioner Emilio Monteagudo, who retires next August, will now be called the Chief Police Station for Judicial Police and Security and has been appointed Commissioner Óscar José Gallo Fernández . It will carry traffic, citizen security and all investigations.

As a most notable novelty, José Luis Morcillo is appointed as the chief commissioner of Corporate Security and Fernando Martín as the chief commissioner of the Internal Regime. Morcillo became Chief Inspector of the Municipal Police and returns to the top of the body after passing through the Security cabinet. Morcillo and Martín will direct organs that will depend from the functional point of view of Teodoro Pérez, commissioner general, but will be coordinated by Rodríguez, director general of the Police.

Morcillo as chief commissioner of Corporate Security will be in charge of the private surveillance of the municipal boards of the districts, which previously depended on the security coordinator. One of its missions will be to carry out the contracting specifications for private security and supervise these awards.

Fernando Martín, at the head of the main police station of the Interior Regime, will take all matters related to disciplinary matters and internal affairs, which were previously separated and were the responsibility of the Security coordinator, who was not a member of the Municipal Police.

As a consequence of the new urban developments in the city of Madrid, the territorial police station is divided in two with the creation of the main police station in the west and main police station in the east.

José María Valdivia will direct the East area and will deal with the districts of Chamartín, Moratalaz, Fuencarrral-El Pardo, San Blas-Canillejas, Hortaleza, Vicálvaro, Barajas, Puente de Vallecas, Ciudad Lineal and Villa de Vallecas.

Gerardo del Rey is now staying with the main police station in the west area, which will correspond to the districts of Centro Norte, Centro Sur, Tetuán, Chamberí, Salamanca, Retiro, Arganzuela, Moncloa Aravaca, Latina, Carabanchel, Usera and Villaverde.
