There it's finished. After sixteen weeks of an emergency regime put in place during the Covid-19 crisis, the state of health emergency ends Friday July 10 at midnight, paving the way for new rules. If the Scientific Council is unanimous on the probability of a second wave and calls for the greatest caution, the epidemic remains under control in France. With the exception of Mayotte and Guyana where the state of emergency has been extended "until October 30 inclusive" due to the critical situation in these two overseas departments.  

Starting on Saturday, here are the major exceptional measures that are ending.

The end of the ban on assemblies 

• Gatherings of up to 5,000 people are again authorized. Something to give a smile to sports enthusiasts who can go to stadiums and racetracks, if the gauge does not exceed 5,000 people, until September. These temples of sport never really closed since the athletes could go there as part of a supervised practice. But from July 11, spectators are welcome again. The resumption of Ligue 1 football is also being studied. A new review of the health situation will soon be put on the agenda "to decide if a relaxation is possible for the second part of August".

• The situation is different for performance halls. Structures that can accommodate more than 1,500 people must request authorization from the prefecture.

• Discos are not allowed to reopen their dance floors before September.  

• The restriction limiting gatherings on the public highway to 10 people (except for funeral ceremonies or in transport) is lifted. The Prime Minister however reserves the right to restrict or prohibit gatherings by decree. 

• Events must no longer require prior authorization from the prefecture.  

• Matignon also specifies that river cruises are once again possible. However, maritime cruises are still subject to a ban. Sea cruises may be authorized by ministerial decree between European partners and their capacity will remain limited.  

Administrative changes 

• The end of the state of emergency also signals the end of certain administrative provisions, such as the waiting period during sick leave. In March, the executive eliminated this deadline, that is to say the period during which the employee is not compensated by health insurance. From July 11, civil servants will therefore again be imposed this waiting day and private sector employees will find this three-day period to benefit from compensation - even if the employer generally takes care of all of it, in based on company agreements. 

• The abolition of the state of health emergency also acts the end of all overtime tax exempt or exempt from social security contributions above 5,000 euros. 

• With the end of the state of emergency, the winter break also ends. Landlords can again evict tenants. 

• Similarly, energy suppliers can resume cuts to access to natural gas and electricity in the event of non-payment of invoices. EDF has however assured that it will suspend power cuts and late payment penalties until September 1. 

• The prices of masks and hydroalcoholic gel are no longer capped. The price of the mask was set at 95 cents and that of a 100 ml bottle of gel at 2.64 euros during the state of emergency. 

• Full reconfiguration will be impossible without a new state of health emergency. However, in the event of reactivation of the virus in certain parts of the territory, travel bans may be decided and establishments open to the public may be forced to close. 

Lastly, one specifies to Matignon, "the prefects can be brought to take measures of application to lighten the national measures if the local circumstances allow it or, conversely, to reinforce them in the event of resurgence of the epidemic or the appearance of clusters. " They can also close, on a case-by-case basis, establishments that do not comply with the barrier measures and the access rules set by decree. 

Sanctions, identical to those provided for by the state of health emergency, are possible in the event of non-compliance with the measures (flat-rate fine of 135 euros ...).
