IVO notes that investigations have taken too long, not been properly documented and that sufficient decision-making evidence has not been obtained. It has also not been investigated whether the children can be placed with other relatives, instead of HVB or family homes.

Four children who have been forcibly placed have not had their decisions reconsidered in 20 months, despite the fact that according to law it must be done every six months.

Shortcomings in follow-up

There is also a shortage of follow-up of the children and the young people's placements. One child was not visited by the social services in the family home for a full year, despite the recommendation being four visits per year.

According to the chairman of the Social Committee, Tommy Olsson (S), one should look at how it could have been this way in the individual cases that IVO addresses.

"It must not happen," he says.
