The north and south have entered the main flood season, and flood control will enter the critical period of "seven times and eight up". One is to consolidate the responsibilities of all parties. The persons in charge of flood control at all levels should sink to the front line, strengthen monitoring and early warning, and strengthen coordination and dispatch. The second is to do a good job of flood control in large rivers and river basins, strengthen the flood control of small and medium-sized rivers, eliminate dangers in small and medium-sized reservoirs and prevent urban floods. Major water conservancy projects are an important part of the "two new and one important" construction. The meeting focused on flood control and disaster mitigation, optimal allocation of water resources, and water ecological protection and restoration. It studied the construction arrangements for 150 major water conservancy projects this year and the follow-up. It was requested to step up the construction, promote the expansion of effective investment, and enhance the ability to prevent floods and droughts. The meeting emphasized that in accordance with the principles of marketization and rule of law, the reform of investment and financing systems and mechanisms should be deepened, water price standards and charging systems should be implemented, a reasonable return mechanism should be established, the scale of equity and debt financing should be expanded, and market construction reforms should accelerate the construction of water conservancy projects.
The meeting pointed out that in accordance with the requirements of the "six stability" and "six guarantees", not only based on the current, centering on the market body of hundreds of millions of guarantees, to implement well-deployed financial, social security, financial and other large-scale relief policies, but also focus on the long-term, use reform Measures to create a market-oriented and rule-of-law international business environment, which will stimulate the vitality of market players. Actively explore the implementation of "one license permit operation" for industries requiring licenses and cross-regional use. During the year, the management authority for industrial product production licenses was delegated to the provincial level, and the average review period for trademark registration was compressed to within 4 months. The second is to provide convenience for employment and entrepreneurship. Improve the inclusive and prudential supervision of new formats, guide platform enterprises to reduce commissions, bar code payment fees, etc., and promote flexible employment. Eliminate unreasonable access conditions in the fields of education, medical treatment, and sports. The online verification of job title information will be realized before the end of June next year. Third, we must optimize the foreign trade environment. Authorize prefecture-level and higher cities nationwide to carry out registration of foreign-invested enterprises. Import and export supervision documents are accepted in principle in a "single window".
The meeting pointed out that the results of the 2019 central budget execution and other fiscal revenue and expenditure audits have been announced. Relevant localities and departments should rectify the items one by one according to the problems found, "reconcile the account number", and improve the relevant system and mechanism. The results of the rectification will be made public after reporting to the NPC Standing Committee.
