As explained in the Council of Europe, the work on creating an online platform is part of a project called “Support in Ukraine for transparent and fair electoral practice, covering all population groups.”

The description of the tender emphasizes that the need for an Internet resource is due to frequent changes in Ukrainian legislation.

“Given the constant and frequent changes that the laws of Ukraine are subject to, often on the eve of the related elections, at the request of the main national partner of the project, the CEC of Ukraine, the Council of Europe will support the development and launch of a permanent online CEC platform to study and raise awareness of the elections,” - the document says.

They plan to post constantly updated election information on the platform - infographics, brochures, videos, as well as online courses, educational blogs and games.

“The overall goal of the CEC online platform is to enhance the political and legal culture of Ukrainian voters, including in terms of their knowledge related to the electoral legislation of Ukraine, the election process and their procedures,” the CE reports.

They plan to launch the resource in September 2020, before the local elections in Ukraine. Within the framework of this tender, the Council of Europe is ready to spend up to € 150 thousand.

In February, the Council of Europe announced a search for contractors who were supposed to form a “creative concept” applicable to an interactive online course on the basics of Ukrainian suffrage.

It was supposed to organize training in a game format so that users could "plunge into the fascinating environment" of studying the subject.
