09 July 2020 The rule that "precludes registration of asylum seekers" is unreasonable. This was established by the Constitutional Court, which examined the questions of constitutional legitimacy raised by the Courts of Milan, Ancona and Salerno on the provision that precludes the registration of foreigners applying for asylum, introduced with the first "Security Decree".

Pending the filing of the sentence, the Court's Press Office announces that the contested provision was not considered by the Court to conflict with Article 77 of the Constitution on the requirements of necessity and urgency of the decrees. However, the note continues, "the Court declared its unconstitutionality for violation of Article 3 of the Constitution from a dual point of view: for intrinsic irrationality, since the contested rule does not facilitate the pursuit of the territorial control purposes declared by the security decree for unreasonable unequal treatment, because it makes it unjustifiably more difficult for asylum seekers to access services that are also guaranteed to them ".
