Heusgen said that “four members of the Security Council voted for the resolution, seven against, four abstained.”

“The resolution was not adopted because it did not get the required number of votes,” he explained.

It is noted that for the adoption of the resolution it is necessary to get nine out of 15 votes.

Earlier, Russia and China vetoed a draft UN Security Council resolution on the delivery of humanitarian aid to Syria through two checkpoints on the border of the SAR and Turkey.

Later, the Permanent Mission of Russia to the UN stated that the Russian side would submit to the UN Security Council a draft resolution that would preserve one checkpoint for the delivery of humanitarian aid to Syria.
