The labor inspectorate refused to approve the job protection plan (PSE) presented by Conduent, saying that it "is not commensurate with the means" of the American company. This PSA customer service subcontractor planned to close its Roubaix site and lay off its 300 local employees.

In a decision of July 6, the regional directorate of competition, consumer, labor and employment companies (Direccte) of Hauts-de-France "refuses the approval" of the unilateral management document on “Collective redundancy project giving rise to the implementation of the PES”.

A PES which is not proportionate to the means of society

In particular, it considers that the PSE "valued at 6.2 million euros is not proportionate to the resources of the company and the Conduent group", which "has equity capital of up to $ 1.3 billion and cash of $ 496 million. "

The Direccte also judges that the PSE is "insufficient" as regards external reclassification measures, with an overall training budget of 1.375 million euros. And that management cannot condition the internal reclassification of 51 people at Guilherand-Granges, the French headquarters near Valence, to new proficiency tests.

"The economic difficulties put forward by the company Conduent Business Process Solutions to justify the closure of the Roubaix site in no way affect its ability to finance a plan to safeguard quality employment," she adds. The management of Conduent may nevertheless submit a new approval request after having modified its PSE and consulting the social and economic committee.

“It is a great satisfaction. It is a reprieve and, above all, this decision gives a chance for a serious plan ”, welcomed the lawyer for the employees Zoran Ilic. He recalled that the PES budget for the Sophia-Antipolis site, near Nice, had been "twice as high".

Opened in 2017, the Roubaix site subcontracted customer service to the PSA automotive group. Conduent lost its only contract during the last call for tenders launched by the automotive group. Since spring, part of the customer service has been provided from Morocco.
