As early as 2016, it was stated that all job advertisements, from both the Public Employment Agency's Platsbanken and from private web services, would be collected in a new version of Platsbanken. This and other new services would then fill the new app store "Jobstore", a digital store that the Employment Agency itself compared to the App Store or Google Play.

Several years later, none of this had come into place. SVT's review of Jobtech also showed that:

  • A senior AF manager had been sitting on double chairs in the project.
  • Purchases and leases had been made in violation of the regulations.
  • Jobtech had been given a special position that in internal documents was explicitly justified not to be "entangled" in "legal challenges".

Employment agencies backed down on several points, but also emphasized that Jobtech achieved results - including a development of the Platsbanken.

Ahead of the expected reform of the Employment Service, the authority has now commissioned an external consultant to investigate the initiative, by interviewing companies, authorities and organizations that they have worked with around Jobtech.

Both praise and criticism

The consultant's report shows that the interviewees agree that Jobtech has created good collaborations and can contribute to a better digital labor market.

- We have the task of working with open data and information exchange, and here Jobtech has contributed, says Thomas Hagman, head of the management staff at the Employment Service.

- The co-message from the report is that it is important that we define our role so that it becomes clear and transparent.

The report also contains several critical views. Among other things, Jobtech's services, according to the report, "have not always been able to show practical benefits quickly enough or been in line with the needs expressed". The Employment Service and Jobtech are also perceived as "more tolerant of delays than is the case in the private sector".

Thomas Hagman says that the criticism is addressed and now the scope and alignment Jobtech should have in the future.

- It is too early to comment on the exact budget and the exact interface for this work.
