The Government acknowledges that the health information system "has not worked well" during the worst moments of the pandemic. Not now. The information that the autonomous communities must provide about those infected with coronavirus "arrives very late", they say in La Moncloa . In addition, the Ministry of Health has changed its methodology several times, which produced a certain sense of chaos among regional governments and a paltry mismatch in statistics. "The national system is not agile enough," admit government sources.

For this reason, the Government has agreed with the PP to streamline the pandemic information system, in an attempt to ensure that data on new cases arrive faster and allow for early action, especially in the event of several outbreaks of Covid-19 in neighboring provinces, or simply a high number of infected.

This is confirmed to EL MUNDO sources of the negotiation, which Adriana Lastra and Ana Pastor have piloted, with the intervention of two emissaries from La Moncloa ( Félix Bolaño , Secretary General of the Presidency, and José Antonio Montilla , Secretary of State for Relations with the Cortes) and contacts with the Minister of Health, Salvador Illa.

"The problem was that the data offset made it impossible to act sooner", since, currently, a person infected appears in official statistics up to two weeks after becoming infected due to the lack of agility in the system, they privately acknowledge in La Moncloa, where they add that «changing the system will not take two months», since it is «very complicated» to reverse the dynamics of a regional model, with many territorial differences. In any case, the popular and socialist agreement should leave the way clear, at least, in the 15 autonomies that they govern.

Not so in the Basque Country and Catalonia, where the grouping of data can be seen as a recentralization. But even the Generalitat recognized yesterday that in Lérida - where there has been an outbreak and a confinement - there has been a community transmission of coronavirus since the beginning of June, a month ago.

Hospitals and Autonomous Communities must adapt to the new format to avoid further delays

Although the PP abstained in the vote last Friday -and will continue to negotiate the last fringes with the PSOE and the Government until the final vote, in two weeks-, it does agree with this reform.

In the document of conclusions that the PSOE and Unidas Podemos brought to the Reconstruction Commission , after the vote on the amendments of the Health Working Group , the commitment to "advance in a Public Health Information System embedded in a Network" is already stipulated European , which will facilitate the operation of a system of relevant health indicators, statistical data and emergency health resources ». This has already been accepted by the Government.

As a result of this new model, «all administrations, centers, services and establishments, both in the public and private sectors, as well as the people who carry out their work in them, will be obliged to provide the information requested by this Health Information System Public, as well as to adapt its information systems and records to the formats and forms that allow its adequate treatment ».

PP and PSOE have agreed to give "new" autonomy to the new system

In its amendments to the health opinion of the PSOE, the PP asked that the new health information system "allow to record, validate, account for and publish the results of all health activities collected by the Cohesion Fund and the Assistance Guarantee Fund ", and that entails an "integrated" treatment of the data.

The PP demands "to strengthen this system with a special status": "International experience shows" that giving autonomy to the health information system serves to "successfully undertake its functions," they explain. This proposal, which seeks to make the health system more "horizontal", has also been agreed with the PSOE, which has accepted it as it was written.

Those of Pablo Casado want the new model to have a « data-lake [a centralized raw data warehouse] with all the information from the Health System that will serve as a fundamental basis for health care».
