The management of the covid-19 is about to claim its first 'political victim' within the PSOE. But it will not be in the Government, or within any ministry, but in the outermost region of Spain: in the municipality of Santa Cruz de Tenerife, which has governed the socialist Patricia Hernández since the last municipal elections (May 2019) (40). This Monday a vote of censorship against her is voted in the consistory, after months of tensions and confrontations that the pandemic has exacerbated.

It all begins on the same electoral night of May 26 of last year. Canary Coalition (CC), a formation that has governed the Canarian coca capital for four decades, returned to be the most voted party, with 10 councilors, one more than in the 2015 elections. Hernández's list obtained nine, by three of Podemos, three others from the PP and two from Ciudadanos, the latter party which lost a councilor compared to 2015. Several witnesses that night assure that number 1 on the list of the orange party, Matilde Zambudio , said she was "very happy" that there was no number 3, Evelyn Alonso , was chosen .

To understand the next step, you have to go back a little further, to the 2015 regional elections. In them, Patricia Hernández was listed as a PSOE candidate for the presidency of the Canary Islands Government. The Socialists won in votes, but not in seats: 15 against 18 in CC. The nationalist formation and PSOE signed a government pact and Hernández became vice president of the Canary Islands . However, the pact lasted just a year and a half, so the socialist left the government in December 2016.

From there, Hernández began to articulate a speech that took strength in the campaign for the municipal elections last year, in which she was appointed candidate of the PSOE for mayor of the capital of Tenerife: CC had to be evicted from the institutions of the archipelago, such as municipalities, councils and regional government . However, her good results obtained in Santa Cruz were not enough to make her mayor, not even with the support of Podemos.

"Casted"

Thus, a pact was drawn up between PSOE and Ciudadanos, with the support of Podemos, which contravened the instructions issued by Albert Rivera regarding supports in which the party of Pablo Iglesias also participated . For this reason, both Zambudio and number 2 orange, the architect Juan Ramón Lazcano, were issued and expelled from Ciudadanos. The councilmen denounced their own initials and the judge agreed with them. In any case, their votes had already made Hernández mayoress and she had rewarded them with the positions of first deputy mayor (for her) and councilor for Urban Planning (him).

Internal sources of the Santa Cruz City Council indicate that the arrival of Hernández meant a "paralysis" in the relations between power and the different social and economic actors in a city of 210,000 inhabitants. According to these same sources, the mayor "encastilla" on the second floor of the consistory, where before the demands of the citizens were received and attended. This caused discomfort among some businessmen, "because they were received in the hallway below, in front of the bathroom door."

In addition, the municipal corporation was involved in other controversies, such as the celebration of past carnivals or the management of the February episode of calima , the worst in several decades and which made the air quality of the Canary Islands among the worst on the planet. . The impact of the coronavirus in Santa Cruz also caused friction in the town hall. Hernández decided to launch a float with a large LED screen that emitted music and positive messages in an itinerant way through the neighborhoods of the city to try to cheer people up during confinement. The opposition denounced that while funds amounting to 3,000 euros were denied to expand the telephone service of social services , an amount five times greater was destined for this initiative , which came to be baptized as the "float of death" by detractors of the mayor. Some of them even recorded it dancing the 'Mojo picón' by Caco Senante next to the screen.

But the critical moment came last April, when Lazcano (who was caught in the alarm in Cantabria) resigned as a protest against Hernández's management. At that time, Evelyn Alonso took her position and began a dialogue with PP and CC to present a motion of censure against the mayor. This was recorded in a conversation that ended up becoming public in which he said of the wayward mayor: "Now you need a motion of censure, but then you have to go vote for it and then you have to continue living in Santa Cruz. Or do we move? " . And more: "She thinks this is going to be easy and for her this is going to be a suffering." Or even: "I have a lot of papers. This is going to be hell! She has been sneaking for two months, because she doesn't have the backs that I have." After hearing the leaks, Alonso has stated that she is "worried" and has admitted that she is afraid to go out. For her part, Cs has censured Alonso's decision, arguing that now the important thing is to maintain stability in the town hall. And Patricia Hernández has confessed to Televisión Canaria that the words said about Alonso "are not very nice, but it is a private conversation."
