The prime minister said that the republic needs a new constitution, "which will establish a state system based on the will of citizens and proceeding from their will."
“This process has already begun, we hope that the draft of the new constitution will be developed with the widest possible public discussion, and the free constitution of the people will be adopted by the referendum in 2021,” he said.
In June, Pashinyan stated that Armenia needed a completely new Constitution.
