04 July 2020 Inefficiencies and poor quality of services provided by the PA impact on the growth of our country with a loss of around 70 billion GDP and, in international comparison, on 36 OECD countries, they make Italy slide to third-last place passing from the 20th to the 33rd position: these, in short, the results of an analysis by the Confcommercio Research Office on the quality of bureaucracy and its impact on the country's economic growth.

The assessments of the quality of bureaucracy in the international comparison are obtained from the Quality of Government Index of the University of Gothenburg, an indicator composed of three pillars: level of corruption, characteristics of legislation and compliance with the law, quality of bureaucracy in the strict sense. So it is an index that, in addition to the individual bureaucratic procedures, also gives an account of their effects on the behavior and performance of legislators and citizens. The result - explains Confcommercio - is that not only are we quite far from the best positions but, even more seriously, we go down in the ranking with the passage of time.

Out of 36 OECD countries, Italy slides from the mediocre 26th position of 2000 to the poor 33rd, third last, of 2018. The quality level of the bureaucracy - comments Confcommercio - is therefore far from the standard of the best among the advanced economies. All this probably has to do also with the delays of our country on technological innovation and human capital of the PA, with inevitable negative repercussions on the performance of the bureaucracy and, consequently, with a heavy impact on growth.

So how would the Italian gross product look if a more effective and efficient bureaucracy had consolidated in the past, for example at the best levels among the OECD countries? If Italy had, for example, the same quality as the administration of Germany, between 2009 and 2018 the cumulative growth would have been 6.2% instead of 2.3% and the gross product level would have been higher than about 70 billion euros. "With a better bureaucracy - Confcommercio continues - there would also be clear benefits also for the public finances. In fact, a higher GDP growth would generate higher revenues, a lower deficit and, therefore, less debt both in terms of stock size and in relation to to the GDP. In conclusion, there are wide margins to improve the country's economic well-being and this can be done with strategies that do not require more resources or imaginative recipes: one of the most profitable and long-term consists simply in improving the quality of the public administration ".


Sangalli, bad bureaucracy freezes the economy

Today the restarting of our economy is at risk. The government can and must simplify the procedures for a more efficient and safer country, with lower costs and more investments in training and new technologies.
