Budget Impact

Due to restrictions imposed in connection with the coronavirus pandemic, the federal budget of Russia has lost more than 1 trillion rubles. This was announced on July 2 by Deputy Minister of Finance Vladimir Kolychev. He explained that we are talking about losses from a decrease in activity in the economy, not taking into account the deferrals on tax payments provided to businesses.

“Our deferrals are not actually provided for mainly in terms of federal budget revenues. Naturally, they affect the federal budget, but not on revenue parameters, but on expenditure, when we compensate for these shortfalls in income due to delays in the subjects and budgets of extra-budgetary funds, ”RIA Novosti quotes him.

In general, according to Kolychev, the total cost of measures aimed at combating COVID-19 and mitigating the economic consequences of the crisis is estimated at 4 trillion rubles.

According to the Deputy Minister of Finance, the main focus of budgetary measures was made in several areas: strengthening the health care system, supporting citizens and businesses, balancing regional budgets.

Also on the eve, Vladimir Putin said that the implementation of the plan for economic recovery should begin in July.

International air traffic

According to a number of Russian media, the Federal Air Transport Agency sent a telegram to airports and airlines, which said the extension of the ban on entry of foreign citizens into Russia.

“Until 23:59 local time on 07/31/2020 there is a temporary restriction on the entry into the Russian Federation of foreign citizens and stateless persons,” RBC quotes a telegram.

S7 Airlines confirmed to RIA Novosti the receipt of the relevant document.

Recall that the Russian Federation completely suspended international flights from April 4 amid the spread of coronavirus infection. The ban on flights abroad did not apply to cargo, postal, sanitary and humanitarian transportation, as well as export flights.

Since June 8, the rules have changed. The Russians were allowed to travel abroad for work, as well as for treatment, training or caring for relatives.

Against the backdrop of the publication of news about the decision of the Federal Air Transport Agency in the Russian Foreign Ministry, they again warned the Russians against foreign trips during the pandemic.

"The Ministry of Foreign Affairs of the Russian Federation reminds Russian tourists of the previously voiced recommendations to refrain from traveling outside Russia during a pandemic, except in emergency cases, as well as the need to arrange medical insurance for the entire stay abroad," the agency said in a statement Facebook

Earlier, Vladimir Putin expressed the hope that the development of domestic tourism in the country will provide economic support to air carriers after the epidemic.
