The evaluation results show that the five provinces with the highest satisfaction of outpatients are Hunan Province, Jiangsu Province, Shandong Province, Jiangxi Province and Zhejiang Province in turn; the five provinces with the highest satisfaction of inpatients are Jiangsu Province, Shanghai City, Shandong Province, and Hunan Province and Henan Province.

  In order to further deepen the reform of public hospitals and promote the construction of a modern hospital management system, the General Office of the State Council issued the "Opinions on Strengthening the Performance Evaluation of Third-Level Public Hospitals" in 2019, and started the performance evaluation of third-level public hospitals nationwide. The National Health Commission and the State Administration of Traditional Chinese Medicine jointly carried out monitoring and analysis of 2,398 third-level public hospitals across the country, and formed a national monitoring and analysis of the performance of the third-level public hospitals.

  From the performance evaluation data released on the 1st, the quality and management of medical services in the third-level public hospitals have continued to improve. In 2018, the total number of patients in tertiary public hospitals nationwide was 1.36 billion, an increase of 9.93% from 2016, and the number of discharges was 80.47 million, an increase of 13.8% from 2016, both higher than the increase in the number of employees and beds.

  The effect of the construction of the graded diagnosis and treatment system gradually appeared. From 2016 to 2018, the number of transfers of outpatient and emergency patients and inpatients in tertiary public hospitals increased year by year. Among them, the number of transfers to secondary hospitals or primary medical institutions within the Medical Federation reached 13.0173 million in 2018, compared with 2016 An increase of 45.45%, the ratio of the number of outpatients to the number of discharges has continued to decline, and it is a trend for patients to refer downwards.

  The ability to treat difficult and critical patients continues to increase. In 2018, the operation of patients discharged from tertiary public hospitals accounted for 27.4%, minimally invasive surgery accounted for 15.9%, and the proportion of tertiary operations 16.4%, both improved from 2016, and the comprehensive diagnosis and treatment technology capabilities of tertiary public hospitals continued to increase.

  In 2018, the complication rate of surgical patients in national tertiary public hospitals was 0.48%, and the infection rate of type I incisions was 0.71%, both of which were lower than those in 2016. Among them, Shanghai has the lowest incidence of complications and Class I incision infections in the case of the proportion of discharged patients undergoing surgery and the proportion of discharged patients undergoing fourth-level surgery among the provinces.

  In 2018, the satisfaction of outpatients and inpatients of national tertiary public hospitals were 84 points and 90 points, respectively. The five provinces with the highest outpatient satisfaction are Hunan Province, Jiangsu Province, Shandong Province, Jiangxi Province and Zhejiang Province in turn; the five provinces with the highest inpatient satisfaction are Jiangsu Province, Shanghai, Shandong Province, Hunan Province and Henan province. Among them, the satisfaction of outpatients and inpatients in Hunan Province, Shandong Province, and Jiangsu Province are relatively high.

  Through the performance appraisal, the following main problems were also found: The unbalanced and inadequate development of the national third-level public hospitals is more obvious. From the perspective of the provinces, the three-tier public hospitals with better monitoring and analysis results are mainly concentrated in Beijing, Shanghai, Zhejiang Province, Sichuan Province and other places, and the monitoring and analysis results are mainly concentrated in Heilongjiang Province, Liaoning Province and Inner Mongolia Autonomous Region Etc. From the perspective of regional development, the overall indicators of the three-level public hospitals in Sichuan Province and Chongqing City in North China, East China, Central South and Southwest China and Chongqing are good, while the provinces in Northeast, Northwest and Southwest China except Sichuan Province and Chongqing are generally weak.

  The problem of hospitalization of inpatients across different provinces still exists. Analysis of the first page of the medical records of the third-tier public hospitals in China from 2016 to 2018 shows that the number of out-patients in the third-tier public hospitals in 2018 was higher than that in 2016 and 2017. The provinces with the largest number of outflowing patients are Anhui, Hebei, Jiangsu, Zhejiang and Henan. The provinces with more outflows of patients, except for the Yangtze River Delta and neighboring provinces, due to economic development and convenient transportation, other third-tier public hospitals are generally weak, and it is difficult to meet the local people's demand for high-quality medical services. The top 5 provinces with the most inflows were Shanghai, Beijing, Jiangsu, Guangdong, and Zhejiang, which together accounted for 53.6% of outpatient visits across the country. Large-scale influx of patients from different places also poses certain challenges to medical services in Beijing and Shanghai.

  The enthusiasm of medical staff needs to be further mobilized. Different from the situation of high patient satisfaction, the satisfaction of medical personnel is still not high. Among them, the satisfaction of medical personnel of Hainan Province, Guangdong Province and Xinjiang Production and Construction Corps is low. Medical staff are most dissatisfied with salary and benefits, work content and environment. The evaluation data shows that in 2018, 10.46% of third-level public hospital staff expenditures accounted for less than 30% of business expenditures, mainly distributed in Liaoning Province, Henan Province, and Hebei Province.
