Among them, the number of students who drop out of poverty-stricken families in archives has dropped from 200,000 to 97; the number of students who dropped out of 52 poverty-stricken counties has dropped from 82,000 to 433.

  "Opinions" emphasizes that, in addition to physical reasons that do not meet the conditions for learning, school-age children and adolescents of poor families must not drop out of school during compulsory education, ensure that the national nine-year compulsory education consolidation rate will reach 95% in 2020, and continue to normalize the development of dropout insurance Work to form a long-term guarantee mechanism for compulsory education.

  The "Opinions" require that the focus of work be highlighted and that the problems of dropout due to learning difficulties, working outside the home, early marriage and early childbearing, and religious belief be effectively resolved.

  For dropout students with learning difficulties, we must establish a support system for students with learning difficulties, formulate teaching plans in a targeted manner, and do a good job in education placement through multiple methods such as transfer, individual scheduling, and general integration.

  Students who drop out of work to work abroad, together with the public security, human resources and social security departments, will establish a cooperative persuasion mechanism, promptly notify each other of information, and severely crack down on the use of child labor.

  On the basis of strict prohibition and punishment according to law and regulations, students who have dropped out of school early in marriage and early childbearing should be carefully conscientiously done to persuade students to return to school and give special care.

  For students who drop out of school because of their religious beliefs, strictly implement the relevant provisions of the Constitution and laws. It is strictly forbidden to use religion to hinder the implementation of the national education system. They will work together with relevant departments to persuade students to return to school in accordance with law and regulations.

  The "Opinions" also require a comprehensive review of the situation of students who have returned to school or have dropped out, work out a case-by-case work plan, continue to increase efforts to persuade students to return, and ensure that all students who drop out of poor families who have filed cards should return to the school this fall.
