Wang Mouhuan's father came to Tangxia in Dongguan as a decoration worker in his early years, and remarried after divorcing Wang Mouhuan's biological mother in 2002. Wang Mouhuan lived with his grandfather in his hometown from an early age. Due to lack of parental companionship and unintentional study, he dropped out of school. Due to the need for Internet access fees, he committed many illegal and criminal acts from September 2012 to September 2019. Zeng Jiale, the director of the Dongguan Municipal Public Security Bureau's reception and education institute, is the person in charge of the daily management of Qihang School. He admitted that since minors who have serious bad behaviors have not reached the age of criminal responsibility prescribed by the Criminal Law, they cannot be held criminally responsible. Even if you reach the age of criminal responsibility, the law and relevant criminal policies also stipulate that you should adhere to the principles of education, probation and rescue and the principle of "primary education and secondary punishment". Those who can be sentenced to probation are not sentenced to actual sentence to avoid cross infection caused by minors entering the detention facility.
"For minors who have serious bad behaviors, mainly through family, school, and social education and correction, to prevent them from committing further crimes. However, due to the difficulty in implementing effective intervention and supervision in all aspects of family, school, and society, the Minors who are not to be held accountable for criminal reasons, or minors with serious bad behavior who often violate public security management regulations, parents cannot control, and ordinary schools cannot control effective means of education and correction, are likely to be caught The vicious cycle of catching, catching and releasing, and letting go again." "Establishment of minors' educational correction mechanism with serious bad behavior from the government level is the bottom line of the entire minor's social support system." Zeng Jiale said that family, school and social groups cannot effectively educate and correct serious bad behavior. Difficulties in Dongguan: Dealing with thousands of “problem teenagers” annually
The problem of rectifying minors' education and correction is urgent. So, how many "Wang Mouhuan" are there in Dongguan?
In order to gain a deeper understanding of the current situation of the correction of criminal minors in Dongguan, and provide targeted countermeasures and suggestions, in 2018, the Dongguan Public Security Bureau set up a research team and successively went to the Municipal Political and Legal Committee, the Women’s Federation, the Procuratorate, the Court, the Judicial Bureau, and Guanxianghua Youth Service The center and other departments and agencies conducted investigations and visited grass-roots public security branches and police stations where minor cases were frequent. Among the minors involved in crimes, non-Dongguan household registration accounts for 97.3%, and the proportion of household supervision in Dongguan is as high as 71.5%. Family supervision is seriously lacking. Based on this situation, in order to better correct minors involved in crimes and help them complete nine years of compulsory education, to accelerate the construction of specialized schools, the Dongguan Municipal Government established the Dongguan Special Education Steering Committee in August 2019. Under the guidance of the committee, Qihang School is jointly managed by the Dongguan Municipal Education Bureau and the Public Security Bureau.
