The accelerator was jointly initiated by WHO, the European Commission, France and the Gates Foundation, and aims to gather public funds to accelerate the development of diagnostic tools, treatments and vaccines for the new coronavirus. According to the plan, 500 million testing tools and 245 million treatment courses will be provided to low- and middle-income countries by the middle of 2021, and 2 billion doses of vaccine will be provided to the world by the end of 2021. The World Health Organization says it will need US$31.3 billion in funding in the next 12 months, and it has raised US$3.4 billion and has a funding gap of US$27.9 billion.

  WHO Director-General Tan Desai emphasized that in order to control the new coronary pneumonia epidemic, tools for dealing with new coronary pneumonia need to be developed at an unprecedented rate. Everyone is at risk of new coronary pneumonia, so everyone should have access to tools for prevention, detection, and treatment of new coronary pneumonia, not just those who can afford it.
