Unidas Podemos and the majority of Pedro Sánchez's partners in the investiture have presented a joint initiative in Congress to demand the regularization of all immigrants who are currently without papers in Spain. This coordinated movement between the main forces to the left of the PSOE, which seems very complicated that Sánchez could accept, takes place just a day after the Government released an unprecedented parliamentary majority with PP, Citizens and the PNV, thanks to which it validated the decree that regulates the so-called "new normality".

For this very reason, and for the symbolic character of an initiative of this nature both in the eyes of the left and the center-right, everything indicates that Sánchez's usual partners in Congress want to mark territory and put pressure on the socialist leader in the face of the temptation shown in the last weeks of wanting to play with variable geometry to approve the General State Budgets. A possibility that has especially irritated parties like ERC, which reject any approach even to Ciudadanos and who present it as something incompatible with them.

The initiative is signed by Unidas Podemos, ERC, EH Bildu, Más País, Compromís and the BNG, which facilitated Sánchez's inauguration, in addition to the CUP and JxCat, which did not.

The proposal on general regularization of immigrants is clearly framed in the usual claims of the left, in the same way that it is known that this same causes an important rejection in the forces of the center-right space. In fact, it is already significant that the PNV has distanced itself from the issue when it has signed other joint initiatives. This can lead to the debate in Congress about the visualization of a clash between the PSOE and its partners on the left.

Residence and work permit

As for the content, the non-law proposal consists of 13 points. The first one claims "to establish a permanent regularization process for all persons who currently reside in the Spanish State in an irregular manner, providing the granting of an initial residence and work authorization with special criteria and simplifying for its renewal" . In this sense, it asks to grant the authorizations that have been requested until the declaration of the alarm state.

Another point urges the Government to facilitate the granting of temporary work permits for a period of five years, as well as their subsequent renewal for their legal residence in Spain.

As for the right of asylum, it is claimed to streamline the procedures and grant a work and residence permit from the moment the paperwork begins to be considered as such.

The proposal also calls for "flexibility" in the process of family reunification, so that those who live legally in Spain can bring their closest relatives.

Regarding minors between 16 and 18 years of age, it is requested that in addition to ensuring their residence, they be automatically granted a work permit to facilitate their access to employment. The same for other minors who have left the guardianship of the administration in the reception centers.

The proposal calls for "ending hot refunds" in Ceuta and Melilla and "urgently" moving people who are in the Temporary Stay Centers of both autonomous cities and the Canary Islands to the Peninsula . The maximum length of stay in this type of center should be, as they propose, 15 days.
