  In November 2013, General Secretary Xi Jinping visited the Comprehensive Service Center for Migrant Workers in Jinan City during his inspection in Shandong to learn about the local government's package of services for migrant workers and help migrant workers integrate into the city.   The comprehensive service center for migrant workers in Jinan City provides one-stop and refined services for migrant workers, covering employment guidance, job recommendation, vocational training, social security, labor rights protection and other aspects. The Sunshine Sister Service Company was founded by the Jinan Women’s Federation. It is known for standardized management, standardized services, and specialized training. It has trained 350,000 people and placed 2.2 million jobs.

In order to help them integrate into the city as quickly as possible, in addition to the municipal comprehensive service center for migrant workers, Jinan also has 146 streets, 5229 villages and 260 larger Industries and enterprises (worksites) establish a platform and window site for migrant worker service centers to form a five-level service system that covers all migrant workers.

  In response to the problem of outstanding wage arrears reflected by migrant workers, the municipal government has established a system for filing information for wage earners and a system for ending wage collection. Relying on the Housing and Urban-Rural Development Bureau's clearing office, labor inspection, legal aid services, etc., it has further improved its rights protection. Service. There are more than 1,000 cases of wage arrears directly coordinated and solved by the Comprehensive Service Center for Migrant Workers in Jinan City, and about 148 million yuan of wages were recovered for 15,000 migrant workers.

  In view of the busy working hours of migrant workers during the day and the inconvenience to come to the on-site consultation, Jinan City has developed an online service (rights protection) platform for migrant workers that integrates websites, WeChat, and Weibo, and moved all the window functions of the comprehensive service center to the Internet. So that migrant workers can consult and work without leaving home.

  As of mid-May, nearly 500 online consultations have been accepted, with a response rate and settlement rate of 100%.

As long as the migrant workers meet the conditions, they can participate in the number rental housing, and the rent is also very favorable.

  "The happiest thing for so many years is to have my own home in Jinan." In 2014, Liang Hongmei shook a set of 60 square meters of public rental housing with a monthly rent of only more than 200 yuan. What makes her more satisfied is that the community and surrounding environment are very good, and it is convenient to go to supermarkets, hospitals, and schools.

  At present, among the residents of public rental housing in Jinan, migrant workers account for 28.7%. Since 2014, Jinan has gradually abolished designated schools for children of migrant workers. All public schools are open to children of migrant workers. Compulsory education for children accompanying migrants is included in the scope of the city's compulsory education funding.

  Liang Hongmei's children successfully entered Binhe Primary School in Tianqiao District, and it only takes 10 minutes to go to school. "This is a good school nearby. It is no different from having children with urban registration," Liang Hongmei felt relieved.

  In order to meet the growing education needs of migrant workers' children and to further ease the shortage of degrees, Jinan City planned ahead and accurately prepared the basic education facility construction plan. From 2017 to 2019, 235 primary and secondary schools were newly built, renovated and expanded, and 25,500 new primary and secondary school degrees were added, effectively alleviating the problem of "difficulty in schooling".

  So far, the city of Jinan has received more than 100,000 children of migrant workers, and the children of eligible migrant workers have achieved compulsory education "should be completed and enrolled fairly."

  Starting from June 1 this year, Jinan City will deepen the reform of the household registration system and fully liberalize the settlement policy. Hearing this good news, Liang Hongmei was very happy and wanted to move his hukou from his hometown to Jinan as soon as possible.

Leading by party building, more sense of belonging in the city

  In order to enrich the cultural life of migrant workers, Jinan also regularly organizes migrant workers talent contests, special cultural performances and other activities, and sets up a migrant workers art troupe. "Getting respect in participating in cultural activities is also an important part of migrant workers' integration into the city." Zhang Haiyan said.

  The 6th Jinan City Migrant Workers Talent Competition, which ended on June 11, was conducted online. 120 programs participated in online exhibitions, attracting more than 940,000 people to browse and watch, and nearly 780,000 people participated in voting.
