The upturn of positive cases of Covid-19 in Navalmoral de la Mata (Cáceres) in recent days -the latest official figure places them at 19 infected - has its origin in the presence of a host who was transferred from Almería with authorization express and extraordinary by the Extremadura Government Delegation during the last stage of the state of alarm, when interprovincial movements were still prohibited.

The authorization and the trip were made without following any kind of sanitary protocol or performing the PCR test. This Wednesday, the Board added three other positive cases related to this case, which join the 16 of the last dates, although they have not had to be hospitalized, as reported on Monday by the Minister of Health, José María Vergeles . In addition, there are 21 isolated people in two houses as a preventive measure.

The immigrant's destination was the reception center that the Cepaim Foundation has in Navalmoral , a collective with headquarters throughout Spain that cares for and helps the displaced. It was in the health area of this Extremadura town where the test was performed and it was positive. From that moment, the health authorities of the Extremadura Health Service tracked his movements since his arrival in the city, locating four places of contact with other people. Specifically, there were three addresses and a mosque, confirming contact with at least 16 people, who have tested positive.

The Junta de Extremadura has not officially classified the case as an outbreak, but rather as a clauster because they are positive who share residence but have no family ties.

The city council was not informed

However, the Navalmoral de la Mata City Council -locality of more than 17,000 inhabitants and with a strong presence of population of Maghreb origin- did not receive any communication from the Government Delegation of Extremadura about the authorization of the transfer of this person from Almería to the town of Cáceres. This was explained by the deputy mayor of the city council, Alfredo Vizcaíno , in an emergency meeting on Monday with the rest of the spokesmen of the opposition groups after learning of the outbreak of cases in the town and the alarm generated among the local population.

In said meeting, the municipal representative announced that the city council was going to request the transfer file from the Government Delegation and ask for explanations of why it was not informed of it. In parallel, the Extremadura Regional Government transferred the citizens of the town to take extreme measures of prevention, social distancing, the use of masks and greater police control.

The mayor of the town, Raquel Medina , has not given any details of the case to public opinion in an appearance in which she asked that there not be "a xenophobic outbreak, because nobody gets it because they want to. This could have happened to anyone Because we have all relaxed a little bit, "he said.

This newspaper contacted the Ministry of Health to find out their opinion and received this response: "We refer to the explanations that the Government Delegation has to give." This Administration has not yet replied to the request also made.

The spokesman for the Popular Party of Navalmoral de la Mata, Jaime Vega , issued a statement on Wednesday in which he supported the attitude of the city council when requesting explanations from the Government Delegation and criticized that the lack of information has generated in the population "Not a few speculations about the reasons for that trip, because at first there was talk of a group of people who came from Andalusia when interprovincial movements were prohibited by the state of alarm."
