“I carefully watched these amendments and, moreover, discussed them with our international lawyers. Of course, the amendments related to the law and priority of Russian law, they are, first of all, related to the need to avoid distortion of international law in relation to our policy, our country, ”he said.

According to him, those articles that state that Russia is a party to many international legal treaties are fully preserved.

“But when we talk about the priority of law, we primarily mean that the international situation is such that some of these norms are very seriously distorted,” he added.

According to Torkunov, Russia should "just protect itself from this kind of distortion."

“I am absolutely sure that in terms of the actual, positive and consistent implementation of international law, the country will adhere to those norms that are generally accepted,” he stressed.

Earlier, the Venice Commission of the Council of Europe considered amendments to the Constitution of Russia, which relate to relations with the ECHR, and recommended amending or completely rejecting the proposed amendments to Art. 79.

They refer to the fact that "decisions of interstate bodies adopted on the basis of the provisions of international treaties of the Russian Federation in their interpretation, contrary to the Constitution of the Russian Federation, are not enforceable in the Russian Federation." 

Russian Foreign Minister Sergei Lavrov, commenting on the findings of the Venice Commission, stressed that the amendments from the point of view of international law are absolutely legitimate.
