The non-profit association Fridafors Fritidscenter has for many years had a summer package for children with different disabilities. However, for those who conduct an activity for children covered by the LSS, the Act on Support and Service for Some Disabled Persons, a permit from the Inspection for Health and Care (IVO) is required.

The permit shows, among other things, that the business has the skills required to meet children with special needs.

But that Fridafors Leisure Center lacks such a permit, several municipalities have failed to control.

Not the right skills

In 2009, Fridafors Fritidscenter applied for a permit to conduct a summer package for children with disabilities. The county administrative board then considered that the business could be conducted without permission.

But in 2013, when the leisure center wanted to expand its operations, they were denied all types of packages for children with disabilities. The reason was that the management of Fridafors Leisure Center lacked sufficient skills to meet children with special needs. This assessment was made by the authority responsible for the Social Board. Since then, Fridafors Leisure Center has had no legal right to receive these children.

Despite this, the business has continued to market and conduct camp activities for children who are entitled to interventions according to LSS.

Tax money for illegal activities

Now it is the IVO who has taken over the supervisory responsibility and has chosen to start an investigation.

In it, a total of eleven municipalities had to answer whether they granted children a place on Fridafor's summer collo and what they paid for the places. The question has been sent to Tingsryd, Älmhult, Ljungby, Markaryd, Osby, Hässleholm, Bromölla, Ronneby, Olofström, Karlshamn and Karlskrona.

SVT Nyheter Småland has requested all invoices from the eleven municipalities from 2013, when Fridafors Fritidscenter refused its permit application, until the summer of 2019.

It turns out that, over the years, the municipalities have granted a hundred children a place on the ballot and together they paid over SEK 1 million to Fridafors Fritidscenter.

Representatives of the leisure center have declined an interview but said in an e-mail to SVT that they felt they had an oral condition.
