According to him, the United States leaves available all options regarding START.

“We are ready to consider extending this agreement, but only under certain circumstances,” TASS quoted him as saying.

Billingsley added that the American side “fully agrees” with the position that the treaty should be multilateral. 

“Our definition for“ multilateral ”may be somewhat different,” he said.

Earlier, Russian Deputy Foreign Minister Sergei Ryabkov said that in Moscow they are proposing to extend the START Treaty for five years.
