Zhang Bincheng, male, Han nationality, born in November 1963, from Dali, Shaanxi, with a bachelor's degree and a doctorate in economics. Joined work in July 1987 and joined the Communist Party of China in August 1991.
From July 1987 to September 1992, he served as the technician and technical leader of the 194 Coalfield Geological Exploration Team in Shaanxi Province;

From October 2011 to July 2014, he served as deputy secretary, director and general manager of the Party Committee of Shaanxi Energy Group Co., Ltd.;
From July 2014 to January 2018, he served as Party Secretary and Chairman of China Shaanxi Nuclear Industry Group Corporation;
From January 2018 to present, he has served as member of the Standing Committee of the 12th CPPCC Shaanxi Provincial Committee, Secretary of the Party Committee and Chairman of China Shaanxi Nuclear Industry Corporation.
