Stéphane Baly, candidate (EELV) for municipal elections in Lille, hopes to bring down Martine Aubry. - Sarah Alcalay / Sipa for 20 Minutes

  • After the first round of the municipal elections, on March 15, there remain three candidates for mayor of Lille: Martine Aubry (PS), Stéphane Baly (EELV) and Violette Spillebout (LREM).
  • Arriving in 2nd position with 24.5% of the votes cast, Stéphane Baly appears as an outsider n ° 1. After 19 years of alliance with Martine Aubry, the Greens are making separate lists.
  • Stéphane Baly considers that "Lille must change software" to put ecology at the heart of the project.

This is the downside of this campaign in Lille. The mayor (PS) of Lille, Martine Aubry, and the list led by environmentalists have found no agreement for the second round of municipal, after 19 years to sit in the same executive at the head of the city. An unprecedented challenge for Stéphane Baly (EELV) who had reached 24.5% in the first round and finds himself shoulder to shoulder with the outgoing mayor.

What has changed the confinement in the campaign?

We took advantage of this period of suspension of the campaign to have exchanges with different actors in social and economic life. It made it possible to know their expectations vis-à-vis the community with regard to this crisis. We were able to adjust our program.

What will be the guideline of your mandate if you are elected?

Our priority is to gather around a project, to make the link between ecological transition and social justice. Unlike the current mayor who keeps on opposing: nature against housing, for example, in Saint-Sauveur.

What will be the emblematic measure?

People do not expect a mayor with a measure, but a commitment. Being a full-time mayor, for example. If we have to take a measurement, it will be the first that we will take, namely to make the Grand-Place pedestrian. It is the last large Flemish square crossed by cars. This measure must reflect the future metamorphosis of the city in all the districts. We are going to give the city back to the people of Lille.

How do you approach this second round?

The last three polls had been an electoral formality thanks to the Greens / PS agreement. Lille is not on the right. Martine Aubry is responsible for local disunity. But we are calm and determined. It is a historic opportunity to have a democratic citizen transition.

How do you analyze the strong abstention from the first round?

With regret, abstention was stronger than at the national level. The main reason is the government's contradictory injunction, which on the same day asked citizens to stay at home and vote. By widening the analysis, we can see that the districts that vote the least are those where foreigners who do not have the right to vote reside. It reopens the debate for local elections.

What will make the election?

Aspiration for change. We are carrying a new political project but also new practices. What would Martine Aubry's fourth term bring? Our list is a newsletter for change with a rejuvenated and experienced team.

What achievement are you most proud of?

A survey last year showed that a majority of Lille residents were satisfied with the results. We say we have something to do with it. The positive point is that today, the debate on this election has focused on environmental issues.

And the black point to be corrected urgently?

Lille is one of the cities where the air is the most polluted and where the surface of green spaces is the lowest. We fought for each tree during urban renovations. We have to be even more aggressive. Flagship projects like the Lillenium shopping center, run by the outgoing mayor, is anachronistic. We must provide other answers than those of the 1980s.

How do you plan to work with the Lille Metropolis?

Our metropolitan project is called "Green new Mel [Metropolis of Lille]". With around thirty elected officials, we can be a pivotal group to animate these projects which must be coherent throughout the territory. By opposing, for example, constructions on wellfields, as was proposed by the MEL during the last mandate.

Are you going to change the way of governing?

Managing a town hall is not a solo exercise. The mayor is, on the contrary, a conductor. We must stop splitting where there is no reason to do so. We will be listening. If we had co-built the projects, it would have avoided running to the nursery to buy trees the day before the inauguration of a place, for example. Lille needs to change software, not to run after the green voter.
