A wish for a referendum, but at a minimum. The Citizen Climate Convention voted on Sunday for a referendum to introduce the fight against climate change into the Constitution and create a crime of ecocide. However, it rejected the idea of using the referendum for other specific measures. "Constitution, ecocide, OK for a referendum. For the rest, that the power takes its responsibilities," launched one of the participants, summarizing the arguments put forward by most of the speakers.

"The trajectory, the French will give it by deciding on the Constitution, for the rest of the measures it takes political courage", added another of the 150 citizens drawn by lot to propose measures intended to "reduce gas emissions 40% greenhouse effect in the spirit of social justice. " The participants had adopted by a large majority the principle of asking by referendum the introduction in the preamble and article 1 of the Constitution the concepts of protection of the environment, biodiversity and "the fight against climate change".

Against a referendum on very specific measures

They were then called to vote on whether they wished to see proposed to the referendum 10 series of measures on subjects ranging from compulsory thermal renovation of buildings to the limitation of advertising or measures to reduce the place of the private car. They rejected by a large majority the idea of submitting to a referendum each of these measures, with the exception of the introduction into French law of a crime of ecocide, which has already been rejected in Parliament.

The members of the CCC thus seem to take against foot President Emmanuel Macron, who had wanted the holding of the CCC after the crisis of the yellow vests, born from a carbon tax on fuels. The head of state had indeed indicated this week to editorialists that he wanted if possible to organize a referendum with multiple questions on some of the proposals of the Convention.
