  • The Chechen demonstration planned for this Sunday in Strasbourg has been banned by the Bas-Rhin prefecture. The administrative court confirmed this refusal.
  • “The imperative of preventing the spread of […] cannot be ensured during a meeting, even static, which may bring together several hundred people, despite the commitment of the applicant association […] to set up a service order, "said the court.
  • The association's lawyer, Me Zelimkhan Chavkhalov, denounced a violation of fundamental rights.

There will be no demonstration. An association of Chechens, who wanted to march on Sunday in Strasbourg against the "discredit" thrown on their community following the clashes in Dijon was prevented from gathering by the prefecture of Bas-Rhin, a decision validated Saturday by the administrative court .

Referred to by the Chechen Integration Association, the Strasbourg administrative court rejected his request, ruling that this ban did not constitute a serious attack on the freedom to demonstrate.

"The imperative to prevent the spread of Covid-19 [...] cannot be ensured during a gathering, even static, which may bring together several hundred people, despite the commitment of the applicant association [...] to put in place place an order service, "said the court.

Unclear number of participants

According to a statement from the prefecture, "the organizers declared themselves not to be able to respect the barrier gestures imposed by the situation and were unable to assess the number of participants, causing it to fluctuate from 100 to 1,000" .

The association's lawyer, Me Zelimkhan Chavkhalov, denounced the violation of fundamental rights which, according to him, represents the decree of June 14 which establishes a regime of authorization of demonstration replacing that of declaration of demonstration.

"We are not a community of delinquents"

The rally scheduled for Sunday afternoon in the Place de la République in Strasbourg tended to "denounce the discredit against the Chechen community by the political authorities and by the media," explained following the decision the president of the Chechen association of integration, Ramzan Arsanov.

Through this appeal, "the important thing for us was to show that the Chechen diaspora in France is capable of responding to political powers while remaining within the law and thus prove that contrary to what some have said, we are not not a community of delinquents, "he added, referring to comments made by LR Mayor of Nice Christian Estrosi.

Complaint against Christian Estrosi

On BFMTV, the latter had declared that "in a certain number of districts of France, the Chechen community, facing other communities, is fighting to have the monopoly of the drug market". In an open letter addressed to the elected representative, the Chechen Integration Association announces that it will file a complaint for incitement to hatred with the public prosecutor of Nice.

Last weekend in Dijon, members of the Chechen community had launched reprisals to take revenge for the assault of a young person by, according to them, residents of the sensitive district of Grésilles. These facts were followed Monday by a show of force of masked men in the district, who attacked security cameras and burned vehicles.
