  • At the end of the week, the election service of the town hall of Toulouse counted nearly 3,400 proxies.
  • To limit abstention in this period of health crisis, the prefecture opened in Toulouse three new ones to register and facilitate proxies.

For several years, the question of proxies has stirred the municipal campaign. In Marseille, an investigation was even opened for documents drawn up for elderly people of an Ehpad while in Bordeaux the ecologist Pierre Hurmic decided to take legal action the outgoing mayor, Nicolas Florian, for having sought proxies voters in emails.

This shows the importance that a single vote can have. Even more during the coronavirus period and when the second round comes on June 28, a few days before the holidays. As long as this polling day is sunny, between abstention and an ultra-tight score as is looming in Toulouse, the slightest voice will be important.

Each voice can make a difference

In 2008, 1,209 votes separated the socialist Pierre Cohen from the outgoing mayor, Jean-Luc Moudenc. The latter had lost with 49.58% of the vote. While in the first round, abstention reached record levels (63.34%), the two candidates still in the running are mobilized to facilitate the vote of the greatest number. Jean-Luc Moudenc has created an express site to "help Toulousans in their efforts".

“In 80% of cases, voters entrust their proxy to a loved one or their entourage. Those who cannot and want to vote for the Toulouse Like List can ask us. They enter their contact details on the site and we are trying to find among our supporters, a person who votes in the same office. We send him back a form, it's up to him to go to the police station afterwards, ”explains Sacha Briand, running mate of Jean-Luc Moudenc in charge of these questions. Even if it concerns people who want to “absolutely vote” according to him, the outgoing elected official recognizes that “nothing should be overlooked, 5,000 proxies can make the difference”.

At Citizen Archipelago, a person works there full time and a dedicated mobile number has been set up.

“The challenge today is clearly that of mobilization. And that's what will make the election. The abstainers who were afraid in the first round because of the Covid must be told to dare to move or, if the fear persists, not to hesitate to give their proxy. We organized a phone number, we are putting in touch with the activists to facilitate the passage to the proxy. We have a hundred proxies. These are signals, ”said mid-week Antoine Maurice, head of the Citizen Archipelago list.

Three new sites

At the end of the week, the town hall services recorded no less than 3,400 proxies, which is as much as for the first round. We are still far from the explosion, but reduced to the number of voters in the first round, almost 90,000, it starts to count. And there is still a week to increase this figure.

Results of the municipal elections in Toulouse

To encourage as many people as possible to slip their ballot into the ballot box - in any way whatsoever in the context of the health crisis - the prefecture has just relaxed the procedures for using proxies. It is no longer necessary to justify an impediment to go to the polls. The proxies established for the second round, initially scheduled for March 22, remain valid. All those who cannot move, whether they are in nursing homes or disabled, can now ask a judicial police officer to come to them to sign their proxy.
