The 150 members of the Citizens' Convention submitted their report to the government on Sunday. Among their proposals, we find in particular the creation of a crime of ecocide, as well as a speed limit on the highway from 130 to 110 km / h.

After nine months of work, the Citizen Climate Convention returned its proposals to the Minister for Ecological Transition Elisabeth Borne on Sunday. The 150 citizens drawn will then be received by Emmanuel Macron on June 29. In the end, only one measure was rejected, the reduction of working time to four days (28 hours) per week. The Citizens' Convention requests that two of its proposals be proposed by referendum: the introduction into the preamble and article 1 of the Constitution of the concepts of environmental protection, biodiversity and "the fight against climate change", and the creation in French law of a crime of "ecocide". Modify the constitution

It would be a question of adding to the preamble of the Constitution, after the proclamation of "attachment to Human Rights and to the principles of national sovereignty", the sentence: "The reconciliation of the rights, freedoms and principles which result cannot compromise the preservation of the environment, the common heritage of humanity ". In article 1 of the Constitution, the sentence should be added: "The Republic guarantees the preservation of biodiversity and the environment and fights against climate change".

Create an ecocide crime 

The idea is to adopt a law creating the crime of "ecocide", in order to punish a serious damage to the environment. "Constitutes a crime of ecocide, any action having caused serious ecological damage by participating in the manifest and significant neglect of planetary limits, committed with knowledge of the consequences which were going to result from it and which could not be ignored. So that the possible sanction is dissuasive, the penalty incurred must be, in the case of a violation by a company, in addition to a prison sentence and a fine for company directors or persons directly responsible, a fine as a significant percentage of turnover of this business and must include the obligation to repair. "

Transport: reduction in speed on the highway and in car space

The Citizens' Convention proposes reducing speed on the highway from 130 to 110km / h. Several other measures aim to reduce the place of the private car, with in particular an "improvement of the sustainable mobility package". The CCC also proposes to reinforce the ecological bonus-penalty on vehicles, to help long-term leasing and to develop loans at zero rate for the purchase of clean vehicles, to prohibit from 2025 the sale of new highly emitting vehicles (+110 gr CO2 / km) and city centers with the most polluting vehicles.

Consumption: prohibition of certain advertisements 

The 150 citizens recommend banning advertising of products and services having the most carbon impact, since vehicles do not meet the new European emission limit of 95 grams of CO2 per km. They also propose to ban screen advertising in public space, public transport.

Compulsory energy renovation of buildings by 2040

The CCC also wants a mandatory energy renovation of buildings by 2040, with a progressive system of loans and grants, reimbursed by the savings made. The list also includes a ban on heated terraces or the lighting of shops at night.
