  • De-escalation: the measures of the new normality in Madrid, one by one

The Community of Madrid will debut this new normal this Sunday after almost 100 days of confinement due to the coronavirus. The most far-reaching change that the end of the state of alarm will leave for its 6.6 million inhabitants will be the possibility of returning to other regions without just cause , but at the moment that will be the only thing identical to the previous situation in the middle of the month of March.

Although they become more flexible, at this stage of de-escalation supervised by the Government of Isabel Díaz Ayuso there will also be restrictions in all areas divided into two phases : one that will cover two weeks between June 21 and July 5 and another after that moment and for now without expiration date, since it will depend on the central executive deactivating the health alert for the expansion of the Covid-19.

The detail of the measures with their multiple exceptions is included in an order published in the Official Gazette of the Community of Madrid for its entry into force from tomorrow. In rough lines, these guidelines will allow an increase in capacity in closed spaces to 60% during this first fortnight and 75% afterwards, in addition to emphasizing the need to maintain social distance outdoors and, in the event that it is not possible to make use of the mask, which is still mandatory in public transport.

"It has been a job of the Ministry of Health and the General Directorate of Public Health in coordination with the rest of the ministries to develop the best possible framework to start operating allowing the necessary economic revival and the necessary security and protection of all citizens, those of us who live here and those who are going to start visiting us from Sunday when the Schengen borders open and from July 1 when they are fully opened, "explained the regional vice president, Ignacio Aguado, this Friday, in the presentation of the new standard.

For practical purposes, the first of the two temporary scenarios designed by the Community of Madrid is a type of copy of Phase 3 of the de-escalation plan prepared by the Pedro Sánchez Government, but with more restrictive measures . Clubs and dance halls, for example, will not be able to reopen until July 6 - as they are considered a possible "source of virus contagion" - and will have to do so with many limitations, which has encouraged the leisure sector night.

Hurry to de-scale

Until now, the regional government had been in a hurry to advance in the process of lack of confidence and, in fact, requested the move to the first level, even against the criteria of its Health Minister, Enrique Ruiz Escudero, who advocated waiting another seven days. more . This haste led, among other things, to the resignation of the General Director of Public Health, Yolanda Fuentes, contrary to it.

However, neither in that attempt nor in that of the following week the Ministry of Health authorized the entry of Madrid in Phase 1, which also led to the filing of an appeal before the Supreme Court by the Ayuso team, understanding that "political rather than technical criteria" had been applied for rejection. Finally, on May 18, the advance began, which the regional Executive asked to relax before the end of its 14-day duration with Phase 2 measures, which were also not accepted.

Now that the competition falls directly on the autonomous community, in Puerta del Sol they have chosen "caution" by drawing up a long list of restrictions. However, said document will be subject to revisions in the coming weeks to eliminate or soften the measures as the incidence of Covid-19 evolves.

Concern about Barajas

The main concern of the Madrid Government continues to be the Barajas Airport before the resumption of international flights. For this reason, this Friday they again urged the central executive to demand that PCR be carried out on travelers in their countries of origin and to implement a plan coordinated with the rest of European countries.

"If we did not do anything with the main strainer of the virus four months ago, we have many ballots in the raffle that when it reopens will become the main strand of the virus" , warned Aguado. If there is no response, "the Community of Madrid, once again, will have to act within the autonomous powers with the resources it has to try to alleviate possible outbreaks that may occur."
