European Union member states all agree on a common debt to partially finance the economic recovery plan in the face of the coronavirus pandemic, Angela Merkel said on Friday.

"The legal structure proposed by the Commission has not been questioned ... That the Commission could, so to speak, issue bonds has not been questioned by anyone," said the German Chancellor at a press conference in Berlin after a virtual summit of EU heads of state.

Disagreements remain on the other hand on the size of the rescue plan of 750 billion euros proposed by the Commission, and what will be the share of guarantees and debts, she underlined, calling for a "rapid agreement" to this topic.
