Russian President Vladimir Putin during a meeting on the course of the elimination of the consequences of a fuel spill in Norilsk, said that a lot of work had been done in recent weeks, and the situation had been reversed. According to the head of state, the spill of oil products was localized, and the relevant services began to clean up the contaminated areas.

“Obviously, the consequences of the accident for the environment and aquatic biodiversity are severe. Reclamation and restoration will take considerable time, and Norilsk Nickel employees must continue to work until the damage is completely eliminated, ”the president emphasized.

Vladimir Putin noted that there was no experience in eliminating such large pollution at water bodies in Russia. In this connection, the current situation required a serious concentration of forces of the Ministry of Emergencies, Rosprirodnadzor, as well as territorial bodies, scientists and ecologists.

The head of state instructed to strictly control the work to eliminate the consequences of the accident.

“The main thing is not to quickly clean up, but to ensure precisely the high-quality restoration of soils and water,” the president said.

In addition, Putin instructed to analyze the work of regulatory agencies that did not respond to the accident in a timely manner: “I ask you to analyze this very carefully - not to distribute slap-blows, no, but to prevent anything like this from happening to us, not to only in the Arctic, where the ecosystem needs special attention and special protection, but in the whole country. ”

Vladimir Putin asked to report whether there are good reasons for lifting the federal emergency regime. “What modern technologies and technological solutions are used to clean the soil and water arteries from pollution, how effective are they, can we give a more accurate financial assessment of the damage,” the president said.

In turn, the head of the Ministry of Emergencies, Yevgeny Zinichev, said that the second stage of the aftermath of the accident is coming to an end. According to him, the ministry, together with other departments, is developing plans to restore the environment in the region, including soil cover and fish populations.

During the work 32 thousand cubic meters were collected. m of fuel-water mixture and 103 thousand tons of soil, said Zinichev. In the third stage, the collected fuel will be moved to the place of utilization, a flexible pipeline will be built for this.

According to the head of the Ministry of Natural Resources Dmitry Kobylkin, rescuers managed to locate diesel fuel on time, at the moment they managed to go through the acute phase.

Kobylkin proposed the development of a system for the precautionary monitoring of industrial accidents.

“I consider it appropriate to introduce at the legislative level the concept of“ managing the reliability and security of critical infrastructure facilities ”and develop a system of preventive monitoring,” he said at a meeting with the president.

According to Kobylkin, such systems already exist in modern enterprises, but they need to be extended to others.

Recall, on May 29, more than 20 thousand cubic meters of diesel fuel leaked at the territory of TPP-3 of the Norilsk-Taimyr Energy Company.

Part of the oil products fell into the Ambarnaya River. The total area of ​​pollution amounted to 180 thousand square meters.

On the territory of the Krasnoyarsk Territory, Vladimir Putin declared an emergency on a federal scale.

According to the representatives of Norilsk Nickel, the accident was caused by warming in permafrost conditions, due to which the supports moved under the fuel tanks.

The head of Norilsk Nickel Vladimir Potanin said that eliminating the consequences of the accident would cost at least 10 billion rubles. At the same time, the businessman assured the president that “not a single ruble” of budget funds will be used in the process of eliminating the consequences. During a meeting with the president on June 19, he said that the company had already spent 5 billion rubles.

Upon the accident, the Investigative Committee initiated criminal cases under articles on negligence, violation of the rules of environmental protection during work, damage to land, water pollution. In the case, a number of managers and employees of the thermal power station were arrested, and a case of negligence was opened against the mayor of Norilsk Rinat Akhmetchin.
