In his appeal, the legislator noted that citizens can not always determine by phone number where the call is made from: from a legal bank or microfinance organization (MFI).

As a result, fraudsters can take advantage of this to obtain personal data of bank customers, account numbers and plastic cards, Sukharev said.

He added that this method of attracting new customers can be uncomfortable if calls are made systematically to a citizen who is not interested in obtaining a loan.

“I ask you to consider the appropriateness of restricting the use of phone calls by banks and MFIs to citizens to promote their loan products, as well as the appropriateness of imposing sanctions for violating this rule at the discretion of the Central Bank,” the text of the appeal says.

Moreover, as noted by Sukharev, banks will be able to use many other ways of informing citizens about lending conditions, in particular advertising on the Internet and on television, outdoor advertising, information stands at the offices of banks and MFIs themselves.
