  According to public information, Guo Gang was born in May 1970, graduated from the Party School, and is from An Guo, Hebei. Joined the Communist Party of China in August 2004 and joined the work in December 1990. He studied English at the School of International Relations of Mongolian National University from 1992 to 1996. In July 1998, he entered the Public Foreign Language Teaching and Research Section of the School of Foreign Languages ​​of Inner Mongolia University as an assistant professor. From 2002 to 2007, he was seconded to the Economic and Commercial Office of the Mongolian Embassy by the Ministry of Commerce and served as the third-class secretary, second-class secretary, and secretary of the embassy party committee. After that, he returned to China and served successively as Deputy Mayor of Erlianhaote City of Inner Mongolia Autonomous Region, Deputy Director of the External Propaganda Office of the Party Committee of Inner Mongolia Autonomous Region, and Deputy Director of the Department of Commerce of Inner Mongolia Autonomous Region.

  In September 2017, Guo Gang served as the Standing Committee and Deputy Mayor of Bayannaoer Municipal Committee of Inner Mongolia Autonomous Region. In March 2020, he no longer served as a standing member of the Bayannaoer Municipal Party Committee and was nominated to be removed from the post of deputy mayor of the municipal government; in April, he was removed from the post of deputy secretary of the party group of the municipal government. On June 13, the website of the Central Commission for Discipline Inspection of the Central Commission for Discipline Inspection notified him that he was expelled from the party and public office. Guo Gang was accused of accepting gifts that might affect the fair execution of official duties; receiving other people's property during the adjustment of cadres and working arrangements; drinking and dinner during the epidemic; corrupting life; using power to seek benefits for others and accepting huge amounts of property.

  According to the news released on the same day by the Supreme People's Procuratorate, the procuratorate of Inner Mongolia made an arrest decision against Xu Ailian, the deputy secretary of the Manzhouli Municipal Party Committee and the mayor of the Inner Mongolia Autonomous Region, in accordance with the law.
