Since the National Board of Directors of the PP on June 8, Pablo Casado has begun to place more emphasis on his offer of agreements to the Government. Both in Congress, proposing four agreements to Pedro Sánchez, and in each of his interventions.

This Tuesday, the PP president extended his hand to "an economic pact" against the coronavirus crisis. In Genoa, they have detected that the situation is pushing towards large agreements - as the businessmen claim - but they are trying to combine this strategy with strong opposition. And the balance between both things is difficult, they recognize.

The territorial barons of the PP are more forceful, because they believe that the strategy should not deviate from the "managerial profile", whatever happens. And, from their government position, they are committed to long-term agreements with the PSOE, especially in economic and health matters.

In one of the main baronies Casado is asked to "take the haste out of his head" and not only say that he looks at the center, but also lead by example "and with tone", like Mariano Rajoy. In two others they talk about "widening" the party's electoral bases in the center and "never leaving the center."

A "chip change"

One of the autonomous presidents of the Popular Party exemplifies thus the "chip change" that, in his opinion, Casado must do: "His heart can. He has to control more emotion and be more cerebral, as [José María] Aznar did Aznar's brain won the game "when prioritizing the long-term course in the heat of the moment," and Casado, no, "he says.

To the barons of the PP like them Casado is giving priority in recent days offers pact but have been divorced from him in some of the decisions about the end of the state of emergency decreed by the crisis Covid-19. The most significant is that of mobility.

The President of Galicia, Alberto Núñez Feijóo, and his counterparts in Andalusia (Juan Manuel Moreno), Castilla y León (Alfonso Fernández Mañueco) and Murcia (Fernando López Miras) are committed to establishing preventive restrictions on mobility, in case of outbreaks and for that the wave of infections imported from other regions, particularly Madrid and Catalonia, is not repeated.

Feijóo, in an electoral campaign, has presented his moderation credentials with winks to the Government. In other words, highlighting also what the Executive has done well in the state of alarm, and not only the bad.

In their environment they also hope that the tone of "tension" is set aside -at least until after the Galician elections on July 12-, and regret that the dialectical brawls of Cayetana Álvarez de Toledo "divert the focus." They would like it to be less prominent. The president of the Xunta is forceful in that: he asks to end the "Byzantine debates", because "the Spanish are not like that".

A "moderate" strategy

Married "is aware" that in the coming months they will play on the board of the economic crisis and the pacts, they recognize in their environment. For this reason, the board of directors promised the barons a "focused" and "moderate" PP.

In this strategy, the proposal that he made to Sánchez on Tuesday is framed, and that he did not reject. Three months after the deadline to present the Budgets expires, the PP leader assured: "We will reach out to the pact, also economic, to fight against the ravages of the coronavirus."

Genoa sources frame this new offer of pact within the Activemos Spain strategy that the PP has developed to fight the pandemic. In this plan 10 economic measures are detailed that the PP would like to reach a consensus with the PSOE.

Among them, exempt from the payment of taxes the opening and reopening of companies broken by Covid-19, or create subsidized contracts to incorporate workers dismissed by the coronavirus, or reduce bureaucracy.

In any case, in Genoa they are pessimistic about the possibility of reaching agreements: "Sánchez has been without calling for weeks, more than a month."
