In this order, a land plot could be provided to a citizen only for the construction of an object on a far-fetched basis - supposedly for the construction of a socially significant object, the SC explained.

Litvinov suggested that the entrepreneur acquire the right to a plot for 18 million rubles, without informing him of the acquisition method. He committed two women to commit a crime. From November 2010 to February 2012, the official received the opportunity to dispose of the right to lease the site free of charge.

Property damage from his actions for the city budget is estimated at 14.4 million rubles.
