The PP is aware that the end of the state of alarm will put the focus on the autonomous communities. That is why it has drawn up a plan to turn the Senate into a sort of regional coordination and planning center. How? Through the creation of a Commission for Social and Economic Recovery , which would be the forum in charge of channeling discussions on the major issues that are now in the pipeline, such as the establishment of mobility controls in the event of outbreaks, or the distribution of funds intended to offset the impact of the coronavirus on public health.

The main lines of the PP proposal, to whose content EL MUNDO has had access , will be three: health (to agree on convergence and prevention measures), finances (so that autonomies and political parties discuss the fate of the pandemic funds , and those that will be provided by the EU ) and regulations (to standardize changes in non-basic legislation).

The spokesman of the popular in the Lower House, Javier Maroto, will ask Pedro Sánchez about this matter on Tuesday, in the control session to the Government: "Do you think it is positive that we take advantage of the autonomic character of this chamber to constitute an extraordinary commission in the Senate with the aim of coordinating measures for the social and economic recovery of Spain, and thus contribute to laying the foundations for a state pact in health matters? "

In this way, the main opposition party wants to check "whether or not Sánchez agrees to this new climate with the PP" that Pablo Casado has proposed. The PP president raised four major pacts with the chief executive last Wednesday: the Cajal Pact for Health, an agreement to reactivate the economy, a Covid-19 Office for the Care of Victims and this commission in the Senate, whose The constitution will be voted on Wednesday, the day after Maroto questions the president.

"The opposition is offering the government a clean forum, and the key is whether to take the gauntlet or not. And what do the socialist barons say? Do you find it interesting?" Asks the popular spokesman . "It would be the most important commission of the entire de-escalation, and would have a minimum term of six months, at least until 2021," he says.

We must remember that the Commission for Reconstruction that is being developed in Congress will cease to exist at the end of July. In addition, from the end of the state of alarm (June 21) the weekly videoconferences between Sánchez and the 17 autonomous presidents could be stopped. "So we need a lasting coordination tool," says Maroto. "It will be the autonomies, again without the single command, that will have to be coordinated."

The first block of the commission would be the sanitary one, in which the entire process of the end of the de-escalation and the maintenance of the precautionary measures of the so-called "new normality" would be discussed. In the commission "it would be seen how mobility is coordinated, since now there is no coordination forum" and "nobody has determined" how it will be done, adds Maroto.

In addition, in this sanitary axis it would be about the needs that have been detected in terms of the supply of sanitary material. "We must analyze what basic industry we need to ensure the production of sanitary material in our country. We must guarantee the supply of masks and the ability to test," explains the PP spokesman.

The idea of ​​the PP is to generate, also, a "forum on good practices". That is, "pool information on what has been done well and badly" in each autonomy, beyond acronyms.

Distribution of funds

The second axis of the commission will be the economy. "We are not talking about reopening regional financing, but rather the distribution of Covid funds," says Maroto. In addition, this forum could discuss the coexistence of the minimum vital income (IMV) that has just been approved by the Government and the regional insertion income. Not surprisingly, regional governments must reduce these aid to make it a complement to IMV. And the money they save will go to social and health policy.

The last block of this commission would be the legal one. There are many regulations that are not basic in nature, but are managed by the autonomous communities or municipalities, and are directly affected by the coronavirus. For example, the regulation of distances in the terraces and in the hospitality industry, after the state of alarm. The decree of the new normality establishes a minimum distance of 1.5 meters, but makes it the regions that guarantee it on their own.
