At the end of 2018, Preem was granted permission to expand its oil refinery in Lysekil. Since then there have been many trips back and forth. But after the court's opinion, the government will make decisions.

But more can happen in the decision-making process. One possibility is that the Land and Environment Court, rather than comment, send the matter to the European Court of Justice to clarify how national climate laws relate to EU emissions trading.

The government's decision may also be passed on to the Supreme Administrative Court.
