  • Khalid B., 40, was arrested on June 23, 2019 after having an argument with an out-of-service police officer.
  • Justice accuses him of having, during his custody, told the police that he was a member of the Prime Minister's office in order to get out more quickly.
  • This auto-entrepreneur, tried this Monday in Rouen, simply acknowledges having said that he practiced boxing with Edouard Philippe.

On June 24, 2019, it is 5:30 a.m. when Khalid B. leaves the police station. He spent the night in police custody after having had an altercation the day before with an out-of-service police officer. To the judicial police officer who questioned him, he confided that he was one of Edouard Philippe's advisers and had to go out in order to attend the meeting scheduled for that day in Le Havre between the Prime Minister and his Russian counterpart. A few hours later, after further investigations, he was again arrested and placed in police custody by the SRPJ investigators in Rouen. Because if he knew well, in the past, the former mayor of Le Havre, Khalid B. does not work for Matignon.

This Monday, the man is appearing before the Rouen criminal court for usurpation of title, contempt and violence against a person holding public authority. The defendant fiercely denies having indicated, during his police custody, that he was a member of the cabinet of Edouard Philippe. On the other hand, he admits to having dealt blows to this agent who came to speak to him while he was waiting for a taxi outside his home in Darnétal. Dressed in "shorts and thongs", the police asked him the reason for his presence on the parking lot of this residence because, according to him, he had "not a head to live here", tells his lawyer, Me Grégoire Leclerc. Upset, Khalid B. did not respond. An altercation broke out, however, a telephone was broken.

Informal conversation

The accused claims that he did not know he was dealing with a police officer. Contrary to what the latter claims. According to the lawyer of Khalid B., it was only after having had an exchange of blows that this CRS would have said to him: "You're in shit, I'm a cop, I called the colleagues. Likewise, he assures that he never claimed to the OPJ during his police custody that he worked with the Prime Minister, as was however noted in a report. "This PV was drawn up following an informal conversation they had about the Prime Minister. My client explained that he had done a little boxing with him, but that was it, "said his lawyer. Before emphasizing that he always said that he was self-employed and worked with the local mission to help "young people in reintegration".

For his part, Khalid B. filed a complaint of discrimination and misdemeanor. "He had no reason to give his identity to a person who told him that he" does not have a head to live here "", believes Me Leclerc, adding that it is for this reason that this French man Moroccan, who has nothing to do with a "scum", was "out of him at that time". “He really felt like he was being judged on his physique. "He faces up to three years in prison and a fine of 45,000 euros.
