Three days before the feminist 8-M protests, the Ministry of Health was already prescribing isolation and social distance, as well as extreme hygiene measures, as the most effective way to deal with Covid-19. This is reflected, at least, in a technical document with "recommendations to nursing homes and health centers" prepared by the department of Salvador Illa on March 5 and to which EL MUNDO has had access . It recommended "restricting movements" of workers, relatives and nursing home residents with the "main objective" of protecting the "most vulnerable population group" from infection.

The document requires these centers to "develop action plans" and recommends a series of measures to "protect the health of residents." Thus, it collects "as a general rule" that all those elderly or disabled who present "acute respiratory symptoms should restrict their movements as much as possible and stay in a room." It also requires that "exits to common areas" be restricted "to the minimum possible" and that essential movements be made with a "surgical mask".

The document also orders that any resident who may have come into contact with a Covid-19 case "stay in the center or residence" and "restrict their movements as much as possible", advising against "transferring them to a health center if their condition general is good ». Personal hygiene is also emphasized and family visits are suspended "for as long as the patient has an indication of isolation."

Regarding the workers in these centers, it is also recommended "to minimize direct contact with the resident with suspected or Covid-19 disease." In general, the recommendations that the Ministry of Health already made at the beginning of March to nursing homes and social and health centers pivot on three basic axes: social distance, isolation and hygiene of residents, workers and family members.

"Visitors, users and family members will be contacted by messages or circulars to indicate that they should not go to these centers if they have symptoms of acute respiratory infection," indicated in section 2.1 . And he adds: "Family members, visitors and users who come from or have been in areas or places considered as risk areas in the last 14 days will not visit the centers unless absolutely necessary."

The internal document prepared by the department of Salvador Illa three days before 8-M concludes with a recommendation that has not always been applied in managing the pandemic. "Transparency is the best ally."
