The Ministry valued the interaction of society and the private sector with the decision and its various measures, especially participation in implementing the initiatives according to which water and juices were distributed to workers at work sites and during breaks, as well as a commitment to apply precautionary measures and measures to reduce the spread of the Corona-Covid 19 virus.

And the decision to "prohibit work at noon" obligated employers to suspend in a prominent place from the workplace a schedule of daily working hours in accordance with the provisions of this decision, provided that it is in the language that the worker understands in addition to the Arabic language.

He also obligated employers to provide appropriate preventive means to protect workers from the dangers of injuries that may result from the use of machinery and other work tools and to follow all other preventive methods prescribed in the labor law and ministerial decisions implementing it and workers should follow instructions aimed at protecting them from dangers and refrain from doing Any action that might obstruct the instructions.

The Ministry called on community members to contact the call center on the toll free number 80060 to report any case of violation of the decision as the center receives communications in four languages ​​and around the clock, noting the large role played by residents in "assessment" centers to monitor violations, where the ministry receives these communications according to procedures And controls.

According to the decision, the employer is responsible for violating the employment of workers during the ban period, as well as for everyone who employs a worker who is not legally permitted to use it and operates it in violation of the provisions of this decision.

The decree obliges employers who employ workers to provide them with a shaded place to rest during their downtime.

According to the decision, the daily working hours in the morning and evening periods, or in either of them, do not exceed eight working hours. In the event that the worker does work for more than that during the twenty-four hours, the increase is an additional work for which the worker receives an additional fee according to the provisions of the Law on Regulating Labor Relations .

Each establishment that does not comply with the provisions and conditions of the decision shall be penalized with a fine of 5 thousand dirhams for each worker and a maximum of 50 thousand dirhams in the case of multiple workers who are employed during the ban period in addition to stopping the violation file or reducing the degree of classification in the enterprise classification system approved by the ministry This is based on the severity of the offense committed.

The Ministry of Human Resources and Resettlement allows establishments that violate the decision to file grievance within 10 days from the date of imposing the violation, by submitting an application with documents, which is being studied by a special committee for final decision.

The decision states that "Any interested party may file a grievance in writing to the Ministry against any administrative fine from the fines referred to in Article / 3 / of this decision taken against him, within 10/10 working days from the date of notifying him of this grievance against him." That the grievance be grounds and attached to all documents supporting it.

Excluded works include asphalt mixture brushes and pouring concrete if it is impossible to implement or complete during the afternoon and the work necessary to ward off danger, reparation, damage, malfunctions or emergency accidental losses and includes the work necessary to repair cutting water supply lines and sewer lines, Electric current, traffic or obstruction in public roads, and gas or oil pipelines.
