The electoral advance in Catalonia is rushing. The Supreme Court's forecast to hold the hearing on the Quim Torra appeal against the sentence that disabled him for a year and a half for disobedience on September 17 leads to the resolution in the last quarter of 2020 of a legislature that circulates on the street since January, when the President of the Generalitat publicly certified the Governor's divorce and announced that he would call the elections once the Budgets were approved.

The Catalan accounts came to light on April 24, but Torra has decided to break his word and entrench himself in office, claiming that the fight against the pandemic is incompatible with the electoral dispute, an extreme that ERC does not share, which he is pressing hard for. Go to the polls now, and which also contradict autonomies such as the Basque or the Galician, which will vote in July.

The president publicly admitted last week that the Catalan legislature "has no political track record", but clings to the health, economic and social urgency to perpetuate himself in office pending the High Court to end his political career, which gives Carles Puigdemont a vital time to try to revive JxCat and design a new assault on the Generalitat.

The fugitive will have to resolve in the next few months the unavoidable integration of all post- convergence sensitivities . A process started before the pandemic broke out and which aims to conclude with the definitive dissolution of the PDeCAT and the Crida - its failed political device - under the acronym JxCat.

IN SEARCH OF A NEW VICAR

In parallel, Puigdemont guesses the election of a new vicar to be able to continue directing the Generalitat from Belgium. The fugitive from Justice plans to lead the electoral candidacy on a ticket with another candidate who is faithful to his postulates and who would be finally invested in case of imposing himself on ERC. Councilor Jordi Puigneró is running as the favorite to play that role, but the fugitive has tried in recent weeks to Joan Canadell , president of the Barcelona Chamber of Commerce and very much liked by the former president of the Generalitat for his radical profile. "Spain is unemployment and death, Catalonia, life and future," proclaimed the former ANC leader at the height of the pandemic.

Torra awaits orders, while developing a clear road map, which includes pointing out ERC as an opportunistic party that is eager to snatch the Generalitat from JxCat, taking advantage of the judicial calendar and to wear down the republicans based on two premises: that their collaboration with Pedro Sánchez It is damaging to the separatist cause and that its management of the health crisis is highly debatable, since Oriol Junqueras' party pilots both the Health portfolio and the Social Affairs portfolio, on which the nursing homes depended until, with more than 1,000 dead, Torra stripped her of competition over nursing homes.

ERC's strategy is to continue claiming its pragmatic secessionism, the one that snatches concessions from the State, taking advantage of Sánchez's weakness. The reactivation of the negotiating table on the "Catalan conflict" is decisive so that those from Junqueras can continue boasting of having been able to seat the government to discuss self-determination. A failure of the forum would allow Puigdemont to vindicate the validity of his breakthrough bet and harangue the "definitive fight" against the State with which he threatened in his massive Perpignan rally, just before the Covid-19 frozen the course of the process .

ELECTIONS IN EARLY 2021

That the Supreme Court dictated the firm disqualification of Torra in early October, after resolving his appeal, would be enormously beneficial to JxCat in electoral terms, since he could again request the vote against a State that uses Justice to overthrow the President of the Generalitat . And do it in the always favorable climate generated by the nearby Diada and the anniversary of 1-O.

Under this premise, JxCat could pressure ERC to anoint a new head of the Catalan Executive until the elections are called and thus preserve the presidency until the elections, lengthening the legislature at his convenience. The Republicans do not contemplate that option, but Puigdemont could force them to run to deepen the image of traitors that persecutes the Republicans.

With Torra evicted, the law establishes that it would be Vice President Pere Aragonès who would take office on an interim basis and that, after two months, elections would automatically be called if, by then, the Parliament had not invested a substitute. The elections would be held between 40 and 60 days after the electoral call. The final fight between Puigdemont and Junqueras could be fought, then, in early 2021.
