France will emerge on July 10 from the state of health emergency that the French Government decreed on March 23 to deal with the Covid-19 pandemic, although Paris may continue to impose certain restrictions on its citizens during the de-escalation .

The French Government has announced that it does not plan to prolong the state of health emergency and that, therefore, it will end on July 10, as originally planned.

" The sanitary conditions are totally different from those we knew in March or even in May and lead the government to propose an end to the state of sanitary emergency," said Sibeth Ndiaye, government spokesman, at the end of the meeting of the Council of Ministers.

The state of sanitary emergency, currently in force, allows the French Government, for example, to limit the freedoms of movement or assembly, order the confinement of the population in their homes, make searches, establish price controls for masks or gel hydroalcoholic or decree the closure of certain businesses, if deemed necessary.

The end of the state of sanitary emergency will not mean a return to normality , as it was before Paris decreed the confinement of the population for the coronavirus on March 17. France will enter the third phase of de-escalation on June 22.

Prime Minister Édouard Philippe has presented a bill to the Council of Ministers to organize the end of the state of health emergency, which must be approved in the coming days by the National Assembly and the Senate.

FOUR MONTH TRANSITION PERIOD

Starting on July 10, when the state of health emergency officially ends, a four-month transition period will open in France in which the French Government may continue to impose some restrictions on citizens or businesses if the health situation worsens.

If necessary, the Prime Minister may, for example, impose restrictions on the movement of citizens, continue to require the use of a mask on public transport, temporarily close certain businesses to the public, or prohibit mass gatherings on public roads.

The Covid-19 epidemic is currently under control in France, although the virus continues to circulate in the country, according to the Scientific Council that advises President Emmanuel Macron in the fight against the coronavirus pandemic.

These experts discard the hypothesis of a population re-confinement in the event of a second wave of coronavirus, given its economic and social cost. But, should it become necessary, the government should enact a new state of health emergency and put it to a vote in parliament, the spokeswoman explained.
