It is not yet a return to the world before because the European Commission first evokes prerequisites for considering reopening its external borders.
According to European Foreign Minister Josep Borrell, the Commission will publish by the end of the week a series of " criteria and principles " which will serve as a prerequisite. And still it will be only certain specific countries. And it will only be " partially and gradually " that the restrictions will be lifted. They were originally imposed until June 15 on the recommendation of the Commission itself.
For the time being, the Commission is not taking it upon itself to impose the date of July 1 on the 27 capitals, but this recommendation is primarily intended to prevent the recurrence of the disorder which reigned around the reopening of the internal borders of the 'Schengen area.
The Commission has chosen not to exercise its prerogatives as guardian of the European treaties and not to impose a date for the Schengen borders, but it intends to propose a coordinated and concerted approach for the external borders so that the Union can restart from a same foot.
