The head of state could notably mention the economic recovery plan which must be launched at the start of the school year, according to a majority official.

This speech will also take place two days after the Friday meeting at the Elysee Palace of a meeting of the scientific council then of a defense council on health issues, which will allow to decide on the continuation of the deconfinement.

First televised address since April 13

In recent weeks, the President of the Republic has withdrawn, leaving Prime Minister Edouard Philippe on the front line, in particular to announce to the French the measures of deconfinement.

Emmanuel Macron has not spoken publicly since May 26, the day he presented the automobile plan, and has not spoken to French people on television since his April 13 speech, when he announced the beginning of deconfinement for May 11.

Those around him had indicated that he would speak on the "post-crisis" period between the second round of municipal elections on June 28 and the National Holiday on July 14.

Waiting on the choices he will make for the rest of his five-year term

By promising in March to "reinvent itself" and by announcing the suspension of all reforms, including that of pensions, the head of state has raised expectations about the choices he will make for the last two years of his five-year term. 

"Today we are in a kind of false dish. The health crisis is moving away for the French. However it is the momentum of the crisis that will give radicality to the project of the president," said an official of the majority. "It therefore pushes him to accelerate his timing and to express himself in two stages: first on the economic recovery then, after the municipal elections, on the social and ecological aspect".

This speech also intervenes in the middle of a controversy over the accusations of violence and racism targeting the police, which resurfaced during demonstrations for George Floyd, black American who died by asphyxiation under the knees of a white police officer. in the USA.
