The Paris Prosecutor's Office announced on Tuesday that it has opened a preliminary investigation into the public management of the crisis of the Covid-19 epidemic by the French authorities, after having received 62 complaints that question such management in France.

The allegations mainly refer to four crimes : endangering the lives of others, not assisting a person in danger, voluntary abstention from fighting a dangerous incident and involuntary homicides and injuries, said the Paris prosecutor, Rémy Heitz, in a press release .

Most of the complaints have been filed against X, as the complainants do not know the identity of the author of the events. And they come from private individuals or professional groups, such as unions or associations.

The complainants question the actions during the health crisis of "different instances, structures or ministerial departments , as well as administrative managers or public officials," Heitz explained.

The Paris Public Prosecutor's Office has commissioned the Central Office to combat attacks on the Environment and Public Health (OCLAESP) to carry out the preliminary investigation of most of the complaints filed, except three related to the management of the health crisis in nursing homes that are already being investigated by the French police.

"This judicial investigation will aim to establish the decision-making processes put in place during the health crisis in order to expose possible criminal offenses that may have been committed" by the French officials, the prosecutor said.

The investigation opened by the Paris Prosecutor's Office will not affect the French President Emmanuel Macron, who has immunity throughout the duration of his mandate, nor the members of the Government, who report to the Court of Justice of the Republic (CJR). This court is in charge of judging members of the Government for criminal or criminal acts in the exercise of their functions.

So far this court has received 80 complaints about the alleged mismanagement of the health crisis. Among the denounced members of the Government are Prime Minister Édouard Philippe; the Minister of Health, Olivier Véran; and his predecessor in the post and candidate for mayor of Paris, Agnès Buzyn. They denounce, for example, the lack of masks at the start of the pandemic for both health personnel and the general population or poor management in nursing homes, which has caused thousands of deaths.

Since the health crisis erupted, 29,212 people have died from coronaviruses in France , which places this country in third place by number of deaths in Europe, behind the United Kingdom (40,580) and Italy (33,964). Spain ranks fourth with 27,136 deaths from covid-19, according to data from the Johns Hopkins University in the United States.
