  With regard to the content of the pilot, the "Implementation Plan" proposes that, in addition to the existing air traffic rights arrangements, the Civil Aviation Administration of China encourages and supports designated foreign air transport companies to operate third, fourth, and fifth air traffic rights at locations with international air transport ports in Hainan Province. According to the needs of macro-control, public interest considerations or the results of the pilot evaluation, the Civil Aviation Administration of China will adjust the pilot policy for the opening of the Seventh Freedom.

  Regarding the application procedure, the "Implementation Plan" is introduced, which is designated by the host country and confirmed by the Civil Aviation Administration of China. Foreign air transport companies using the Seventh Freedom Rights Open Pilot Policy are designated by the host country through diplomatic channels as air transport companies operating international passenger and cargo flights to China in accordance with the terms specified in the bilateral air transport agreement between the host country and the Chinese government . The Civil Aviation Administration of China comprehensively considers the needs of Hainan's economic and social development, air transportation market needs, airspace support capabilities, applicants' safe operation level and operational management capabilities, and confirms the designation of foreign air transport companies.

  Apply for the operation certification of foreign public air transport carriers. The designated foreign air transport company applies to the Central South Regional Administration for operation certification or supplementary certification in accordance with the Regulations on Operational Certification of Foreign Public Air Transport Carriers (Order No. 35 of 2017 of the Ministry of Transport) and relevant bilateral aviation safety agreements. Obtain the corresponding operating specifications.

  Apply for a route operation permit for a foreign air transport enterprise. The designated foreign air transport company refers to the "Regulations on the Operational License of Foreign Air Transport Enterprises" (Order No. 4 of 2016 of the Ministry of Transport), and applies to the China Civil Aviation Administration for the operation of flight routes and flight plans.

  Apply for flight schedule and advance flight plan. The designated foreign air transport company applies for flight schedules and advance flight plans in accordance with existing procedures.

  The "Implementation Plan" requires that designated foreign air transport companies must abide by the laws, regulations, rules and policies of the People's Republic of China, including customs, border inspection, health and quarantine, visas, ports and other relevant policies and arrangements.

  Designated foreign air transport companies are required to abide by the laws, regulations, rules and policies of the Civil Aviation Administration of China on aviation safety, transportation management, aviation security, etc., including regulations regarding regular flight assessment, service quality management, and airport capacity control.

  Designated foreign air transport companies operating the Seventh Freedom International Route tariff setting principles, as well as technical services and tariffs, tariffs, offices (branch offices), business arrangements, domestic law application, etc., refer to China and the designated foreign The provisions of the bilateral air transport agreement or related agreement signed by the government of the country where the air transport company is located shall be implemented.

  The designated foreign air transport company shall sign a safety and service agreement with the airport management agency to clarify the rights and obligations of all parties in the production and operation, airport management process, and flight delays, backup and landing situations.

  The Civil Aviation Administration of China, the Central and South China Regional Administration and their dispatched agencies supervise and inspect the operation of designated foreign air transport companies operating flights on the Seventh Freedom Route. If the designated foreign air transport company violates regulations in terms of flight execution rate and normality, it shall be dealt with in accordance with the provisions of the Civil Aviation Administration of China concerning the management of foreign airline business licenses and flight operations.

  The Central and South China Regional Administration and its dispatched agencies strengthen the continuous supervision and inspection of designated foreign air transport companies' branches and operating activities in China, and refine the work requirements.

  The Central-Southern Regional Administration and its agencies conducted a comprehensive assessment of the safe operation of designated foreign air transport companies. If the requirements for safe operation are not met, the operation restriction measures shall be taken in accordance with the relevant bilateral aviation safety agreements and the Regulations on the Certification of Operation of Foreign Public Air Transport Carriers (Ministry of Transport No. 35 of 2017).

  The "Implementation Plan" makes it clear that the Civil Aviation Administration of China, under the coordination and promotion of the Hainan Provincial Government, and in accordance with the unified deployment of the National Air Traffic Control Commission, together with the relevant departments of military aviation, proceed from the whole as a whole, take into account the needs of military and civil aviation, and accelerate the structural adjustment of airspace in Hainan , Implemented in stages and steps, giving priority to solving the serious problem of limited local airspace.

  According to the "Implementation Plan", the Civil Aviation Administration of China has established a working mechanism, detailed work measures, strengthened supervision, and promoted the effective implementation of the pilot opening of the seventh freedom rights policy.
